.%r <br />Policy 1.27 <br />"The public facilities designation is intended for public facilities and services including, but <br />not limited to, government offices, service centers, public utilities and transportation <br />facilities, schools, parks, libraries, police and fire stations. Not all public land uses are <br />shown on the Future Land Use Map. Public facilities are not limited to the public <br />facilities land use designation." <br />Policy 1.32 <br />"The County will maintain a concurrency database which identifies areas with facility <br />surpluses and deficiencies. Development shall be directed to areas with adequate facility <br />capacity through publication of this information and through implementation of the <br />County's concurrency management system." <br />Policy 2.9 <br />"The expansion of public services and facilities shall be based on the area's environmental <br />suitability for urbanization, existing and future land uses and the availability of other services <br />and facilities." <br />Policy 2.10 <br />"General future public facility site and corridor locations shall be identified in currently <br />undeveloped areas to provide for the needs of future development while minimizing <br />disturbance to existing development." <br />Policy 2.15 <br />"Indian River County shall coordinate with private utility providers including electric, gas, <br />telephone and cable TV to ensure the efficient delivery of utilities." <br />Policy 9.1 <br />"Indian River County shall establish guidelines to ensure that all public buildings and facilities <br />will be compatible with the character of the neighborhood and/or design influence of any <br />historic buildings." <br />Policy 9.5 <br />"Indian River County Land Development Regulations shall require the use of natural and <br />manmade buffers between different land uses and intensities. These buffers shall be part of <br />the zoning, site plan and subdivision ordinances. <br />The stated purpose of the residential district section in the Land Development Regulations <br />includes the phrase 'and ensuring adequate public facilities to meet the needs of residents.' <br />These Comprehensive Plan policies recognize that there will be a continued need to provide <br />public facilities throughout the County to meet the demands of growth. The plan further <br />recognizes that the Dations for all of the needed public facilities cannot be predetermined. <br />The proposed substation plan is consistent with each relevant policy included within the Indian <br />River County Comprehensive Plan. Construction of the proposed substation is also consistent <br />with the County meeting the obligation of ensuring adequate land and utility facilities <br />necessary to support development and meet the needs of residents as stated in Objective 1 of <br />the Land Use Element of the Comprehensive Plan and in the purpose of the residential districts <br />section of the Land Development Regulations. Further, there are no inconsistencies between <br />the proposed substation plan and any of the goals, objectives or policies within the <br />Comprehensive Plan. <br />The substation has been designed to meet or exceed all requirements of the County Land <br />Development Regulations. Significant landscape buffering in excess of County requirements <br />has been added to minimize any visual impacts of the substation. The County staff has <br />indicated that the plan meets or exceeds all requirements of the Land Development <br />Regulations. <br />COMPATIBILITY WITH SURROUNDING LAND USES <br />It is necessary to locate the substation in the immediate vicinity of the development it serves. <br />The City has examined multiple sites for the substation.
