Din m4oy / <br />Depattatmt of General Services <br />Subject: New County Admimstrarion Budding - Master Planoitig/Architea Services <br />BACKGROUND: <br />On December 23,1997, the Board authorized staff to release a Request For Qualifications (RFQ) for the <br />subject project. Seventeen (17) proposals were received an the seed receipt date of Fe bnmy 11, <br />1998. <br />In accordance with Florida State Statutes 287.055, "Consultants Negotiation Act", a Selection Committee <br />was appointed. They reviewed the proposals and decided to hear oral proms from six (6) firms. On <br />Friday, March 20, 1998, the Committee interviewed the six firms and based on their experience and <br />qualifications determined the following prioritized short list <br />1. Spillis-Candela & Partners (SCP) <br />2. Schwab, Twitty & Hansa Architects (STH) <br />3. Hemton-Brady-Pryor-Meso Architects (HBpho <br />Staff recommends approval of the list as presented and authorize staff to enter unto negotiations with the <br />number ane ranked firm This process will be earned out as prescribed in the statutes and a contract will <br />be brought back to the Board for approval. <br />MOTION WAS MADE by Commissioner Eggert, <br />SECONDED by Commissioner Ginn, that the Board <br />approve the submitted prioritized short list and <br />authorize staff to enter into negotiations with the <br />number one ranked firm, Spil is -Candela & Partners <br />(SCP), as recommended by staff. <br />Commissioner Ginn inquired whether references were checked, and General Services <br />Director Sonny Dean responded that he had checked them personally and there were no <br />problems. He spoke with several contractors and they all had good recommendations for the <br />firm. The fun has been in business in Florida since 1926 and has employed local people. <br />One of the principals, Don Dwore, is here today and has been with the company for 20+ <br />years. Several of their projects were the St. Johns County Administration Center and the <br />South Florida Water Management District Headquarters. <br />Commissioner Macht inquired whether the firm has "sick building syndrome" <br />expertise, and Director Dean stated that had been one of their primary requirements. <br />Commissioner Ginn inquired whether Mr. Dwore would be present at the project, and <br />Director Dean advised that Mr. Dwore had assured him he would be present. <br />APRIL 21, 1998 <br />
