The subject properties and properties to the west, across Old Dixie Highway, are designated L-2, <br />Low Density Residential -2, on the county future land use map. The L-2 designation permits <br />residential densities up to 6 unitstacre. Properties to the east of the subject properties are designated <br />L-1, Low Density Residential -1, a designation which permits residential densities up to 3 units/acre. <br />Properties to the north and south of the subject area are designated C/I, Commercial/Industrial, a land <br />use designation which permits commercial and industrial zoning districts. <br />The subject properties are not designated as environmentally important nor environmentally <br />sensitive by the Comprehensive Plan. No wetlands nor native upland plant communities exist on <br />site. The subject properties are not within a 100 year floodplain. <br />The site is within the Urban Service Area of the county. Centralized potable water service is <br />available to the site from the South County Reverse Osmosis Plant. Wastewater service is not <br />available to the site. <br />Abutting the subject area on the west is Old Dixie Highway. Classified as a rural major collector <br />roadway on the future roadway thoroughfare plan map, this segment of Old Dixie Highway is a two- <br />lane road with approximately 60 feet of public road right-of-way. No improvements are scheduled <br />for the portion of Old Dixie Highway that abuts the subject area. <br />The site is bounded on the east by U.S. 1. Classified as a rural principal arterial roadway on the <br />future roadway thoroughfare plan map, this segment of U.S.1 is a four -lane road with approximately <br />70 feet of public road right-of-way. No improvements are scheduled for the portion of U.S. 1 that <br />abuts the subject area. <br />In this section, an analysis of the reasonableness of the land use amendment request will be <br />presented. Specifically, this analysis will address: <br />• concurrency of public facilities; <br />• consistency with the county's Comprehensive Plan; <br />• compatibility with the surrounding area; and <br />• potential impact on environmental quality. <br />This site is located within the county Urban Service Area, an area deemed suited for urban scale <br />development. The Comprehensive Plan establishes minimum development standards for. <br />Transportation, Potable Water, Wastewater, Solid Waste, Drainage and Recreation (Future Land Use <br />Policy 3.1). The adequate provision of these services is necessary to ensure the continued quality <br />of life enjoyed by the community. The Comprehensive Plan and Land Development Regulations <br />(LDRs) require that new development be reviewed to ensure that the minimum acceptable standards <br />for these services and facilities are maintained. <br />April 28, 1998 <br />52 <br />
