John Dean, representing Joyce and Paul Redstone, advised that he was present to <br />answer any questions and that he and his clients were happy with staff's recommendation. <br />It was determined that no one else wished to be heard and the Chairman closed the <br />public hearing. <br />There was CONSENSUS to agree with staff's recommendation. <br />3. Proposed Amendment: Sign Regulations (staff-inidatedj <br />Director Boling reviewed the information and recommendations contained in the <br />memorandum above concerning this proposed amendment. <br />In response to Commissioner Ginn's inquiry on double -sided signs on interstate <br />interchanges, Director Boling advised that they are acceptable as long as they are <br />perpendicular to I-95. He pointed out, for example, that Cracker Barrel's sign is fine <br />(oriented to I-95), but the Horizon Outlet Mall sign is not (oriented to I-95). <br />There was a lengthy discussion concerning special event signs in rights-of-way and <br />the need for them to help direct motorists to the locations of special events. The discussion <br />included whether it would be possible to limit the number of days that special event signs <br />could be on right-of-way. Various durations were suggested. <br />County Attorney Vitunac pointed out that if special event signs are allowed in rights- <br />of-way, then political signs would also have to be allowed. He also warned that retail <br />establishments might advertise "special event" sales. <br />City sign ordinances were discussed and it was pointed out that if the city excludes <br />political signs from rights-of-way, the would need to make a similar change. <br />Discussion then turned to enforcement concerns of all signs. <br />Environmental Planning & Code Enforcement Chief Roland M. DeBlois explained <br />the permitting and time duration provisions as proposed for non -right-of-way property. <br />Commissioner Adams was very concerned about directional signs for special events. <br />Many suggestions were offered about how to solve having directional signs for special events <br />such as the Frog Leg Festival, Art Festival, automobile shows, and so forth.
