10. Concurrency Management: Long-range planning staff has indicated that a conditional <br />concurrency certificate will be issued for this project prior to the Planning and Zoning <br />Commission's consideration of this item. Thus, all concurrency requirements related to <br />preliminary PD approval have been satisfied. <br />11. Stormwater Management: As with standard single family subdivisions, the stormwater <br />management plan has been conceptually approved by the public works department, provided <br />that the applicant can document a legal positive outfall. Final review and approval of the <br />stormwater management plan shall be accomplished through the land development permit <br />process. <br />12. Thoroughfare Plan: The project has 647' of frontage on CR 510 (93rd Street) which is <br />designated on the Thoroughfare Plan as an urban principal arterial requiring 160' of right-of- <br />way. Presently the existing right-of-way width varies between 120' and 140'. The applicant's <br />design accommodates the additional 20' and 40' segments that will be acquired by the county. <br />The county will acquire the full right-of-way for CR 510 as part of this project and <br />compensate the applicant through traffic impact fees and other means. <br />13. Traffic Circulation: The project will be accessed from CR 510 by the subdivision's main <br />roadway which will provide access to the other streets within the subdivision. The <br />connection to CR 510 will be the only access point for this subdivision. Staff reviewed the <br />alternative of interconnecting the proposed PD with one or more streets in Oceanaire <br />Heights, and decided not to recommend the interconnection. This decision was based upon <br />the limitations of the existing street pattern to the east of the subject property and potential <br />negative impacts on Oceanaire Heights. Since Coco Plum is the only through street to SR <br />A -1-A, Coco Plum would bear the majority of any traffic as a result of an interconnection <br />with the PD. In staffs opinion, the traffic funneling effect on Coco Plum would adversely <br />affect the existing homes on that street. <br />As a result of the Traffic Impact Analysis, which was reviewed and approved by the County <br />Traffic Engineering Division, a left -turn lane on CR 510 is required at the project entrance. <br />The left -turn will need to be constructed prior to the issuance of a certificate of completion <br />for phase II. Also, the developer will provide a west bound right -tum lane on CR 510, an <br />improvement which is not a requirement of the Traffic Impact Analysis. <br />The applicant will provide an emergency access interconnection at Magnolia Lane, for which <br />the construction details will need to be approved by the Emergency Management Department <br />Prior to the issuance of a land development permit. There will also be a pedestrian <br />interconnection between the proposed development and Oceanaire Heights at the emergency <br />access point. Such an interconnection should benefit residents of the PD and Oceanaire <br />Heights residents. <br />14. Utilities: County potable water and wastewater services are available to the site, and <br />connection is mandatory. The project will connect to county water and wastewater services. <br />County Utilities has approved the connection to water and wastewater. <br />IS. Dedications and Improvements: The developer is required to construct an 8' wide bike <br />path along the project's CR 510 frontage. The bike path will need to be built or bonded prior <br />to the issuance of a certificate of completion for phase I. <br />As earlier referenced, the developer will also be required to construct a left -tum lane on CR <br />510 at the project entrance. <br />16. Proposed PD Waivers: The proposed waivers available through the PD process were <br />discussed in the PD zoning analysis. Please reference that section for waivers proposed by <br />the development. <br />17. Pedestrian Circulation: The subdivision will have a 4' sidewalk along the interior of the <br />main loop road The sidewalk will connect to the bike path along CR 510. Two other <br />external pedestrian connections will be made, one to Jungle Trail and one to Magnolia Lane. <br />18. Jungle Trail: The project borders Jungle Trail along its western perimeter for <br />approximately 2,600'. The conceptual and preliminary PD plans provide for a 30' Jungle <br />Trail buffer as required in the Jungle Trail Management Plan. The applicant will be <br />constructing the Jungle Trail buffer previously approved by the Planning and Zoning <br />Commission consisting of a double row of existing citrus trees used as canopy trees, with <br />smaller trees like wax -myrtles used for understory trees. Please see attachment #4 for the <br />typical section. <br />The developer may also construct a fence within the Jungle Trail buffer. The fence would <br />be permitted, provided that it meets certain criteria.
