4.6. <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blad11) <br />Staff Planner, Current Development <br />DATE: May 4, 1998 <br />SUBJECT: William Cobb's Request for Planned Development (PD) Special Exception Use and <br />Preliminary PD Plan/Plat Approval for an Agricultural PD to be Known as the <br />Paddock <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of May 12, 1998. <br />DESCRIPTION AND CONDITIONS: <br />Knight, McGuire & Associates, Inc. has submitted an application for PD (planned development) <br />special exception use and preliminary PD plan/plat approval on behalf of William Cobb to create <br />seven 5 acre tracts within an agriculturally designated area. The subject 33.59 acre development is <br />located on the west side of 66' Avenue and approximately 700' north of the Indian River County/St. <br />Lucie County line. The subject property is zoned A-1, Agricultural (up to 1 unit/5 acres), is located <br />outside the Urban Service Area, and is designated AG -1 (Agricultural up to 1 unit/5 acres). The <br />proposed seven tract residential/agricultural subdivision is allowed in the AG -1 area, subject to the <br />special agricultural provisions of sections 911.06(4) and 911.14(2) of the county's land development <br />regulations. <br />6PDs in Agriculturally Designated Areas <br />To address certain urban sprawl concerns raised by DCA during its review of the 1990 <br />Comprehensive Plan, the county adopted special policies and regulations regarding development of <br />single family subdivisions in agriculturally designated areas. The resulting special regulations <br />require use of the PD process and a layout of the lots or homesites that "clusters" homesites in a <br />manner that provides large remaining areas of open space (used for agricultural or preservation of <br />natural features). Therefore, the LDRs limit the maximum lot or homesite size to 1 acre, with <br />remaining areas designated as open space. Lot or homesite clustering also preserves the ability for <br />future development of the overall property if, in the future, the comprehensive plan is changed and <br />the property is re -designated for residential development. <br />Clustering can be accomplished in different ways. One approvable concept clusters the lots in a <br />more standard subdivision layout of 1 acre or smaller lots and creates 1 large tract which could be <br />separately owned and limited to open space (agricultural or preservation) uses until such time as the <br />land may be re -designated. Another approvable clustering concept creates "5 acre" tracts, each with <br />a designated buildable lot area (homesite). Such tracts can be laid out so as to cluster the buildable <br />lot area in close proximity to one another or in close proximity to a land feature or roadway. Under <br />such a design, each 5 acre tract could be individually owned. Clustering the buildable lot areas along <br />the project's roadway has been used in the design of the proposed Paddock Subdivision, and was <br />also used in the Pomelo, Lateral A, and Trails End projects approved during the past few years. <br />May 12, 1998 <br />43 <br />
