DEVELOPMENT OF A LOCAL MITIGATION <br />STRATEGY - CONTRACTUAL SERVICES AGREEMENT <br />NO. 98 -LM -4H-1040-01-031 - FLORIDA DEPARTMENT <br />OF COMMUNITY AFFAIRS (DCA), <br />The Board reviewed a Memorandum of May 11, 1998: <br />TO: 'Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Emergency Services <br />DATE: May 11, 1998 <br />SUBJECT: Contractual Services Agreement No. 98-LM4H-1040-01-031 Between the Florida <br />Department of Community Affairs and Indian River County to Develop a Local <br />Mitigation Strategy <br />The Florida Department of Community Affairs recently informed the County that it, and its <br />municipalities, were eligible to receive funds in the amount of $105,000 to complete a single, <br />unified Local Mitigation Strategy. As part of the total amount listed above, $50,000 has been <br />set aside to assist the County with the completion of planning and vulnerability assessment <br />activities with the goal of breaking the costly cycle of recovery and rebuilding after a disaster <br />occurs. <br />The remaining funds will be divided among the five municipalities in the County. In addition, <br />per DCA, the County will receive 10 percent (10%) of the amount awarded each municipality <br />that enters into a subcontract agreement with the County to complete a unified Local Mitigation <br />Strategy. This additional funding will help account for administrative activities such as <br />coordinating municipal mitigation strategy efforts associated with the initiative. <br />The Department of Community Affairs determined the amount and how the funds are to be <br />divided among municipalities in the County. The DCA advised that all funding amounts were <br />individually calculated to match the vulnerability of each city and county in terms of repetitive <br />loss, population, risk and mutual aid participation. The funding as allocated by DCA is as <br />follows: <br />Fellsmere <br />$ 7,500 <br />Indian River Shores <br />$ 15,000 <br />Orchid <br />$ 2,500 <br />Sebastian <br />$ 15,000 <br />Vero Beach <br />$ 15,000 <br />Unincorporated <br />$50,000 <br />TOTAL AWARD $105,000 <br />The total award listed above will be committed through the contract between the Department of <br />Community Affairs and the County which is before the Board at this time. As a condition of <br />accepting the award, the County is asked to subcontract the identified municipal awards to each <br />respective municipality. The final deliverable of all contracts will be the development of a single <br />unified mitigation strategy. <br />A Working Group is in the process of being formed and each municipality has received a letter <br />requesting that the appropriate individual(s) be designated to participate in the Working Group. <br />A meeting has been scheduled for May 20, 1998, for organizational purposes and to ascertain <br />if the municipalities plan to sub -contract with the County in this endeavor. <br />MAY 199 1998 <br />-67- f <br />as s <br />E 0�'K �1�C <br />
