Several other contractors who considered bidding the project <br />determined that construction of the gravity line was not feasible, <br />and if attempted could result in property damage to adjacent <br />landowners and impose on vehicular access to public roads for <br />several weeks. The main factor contributing to the hardship <br />condition is the limited space with which to construct the gravity <br />system. The gravity line will have to be constructed witr.in a 16 - <br />foot wide utility easement, five feet away from an existing 6" <br />water main located in the center of the easement. There are <br />several existing structures and landscape features located at the <br />edge of the easement. With an average depth of eight feet and a <br />maximum depth of, twelve feet, the trench will encroach into the <br />structures and the water main resulting in possible undermining of <br />and damage to private and County property. <br />To prevent these problems, staff has explored a less intensive <br />alternate design utilizing a low-pressure force main system. The <br />force main system can be constructed quicker and more <br />economically, due to the relatively shallow ditches and smaller <br />diameter pipe involved in the installation. With a low-pressure <br />force main system, each commercial property that connects will <br />have to construct a private pump station. The proposed design has <br />been reviewed with the Environmental Health Department and they <br />are in concurrence. <br />On September 21, 1993, the -Board of County Commissioners approved <br />the award of the Labor Contract (Bid No. 4007) to Driveways, Inc. <br />(See attached meeting minutes for contract renewal). Due to the <br />lower construction cost and impact of the alternate design on the <br />surrounding area, staff is recommending that the Board of County <br />Commissioners reject the bid proposed by Driveways, Inc. to <br />construct the gravity line and authorize Driveways, Inc. to <br />construct the low-pressure force main through the labor contract. <br />ANALYSIS <br />The proposed force main will serve the same area as the gravity <br />sewer system. The total estimated cost to construct the force <br />main is as follows (see attached cost estimates): <br />Labor Contract $16,367.66 <br />10% Labor Contingency $1,636.77 <br />Material $21,444.44 <br />Engineering, Inspection and Permitting $3,400.00 <br />Total Project Cost $42,848.87 <br />In accordance with the approved developer's agreement, Mr. <br />Phillipson will be required to contribute to the cost according to <br />the estimated proportionate use of the system as follows (see <br />attached cost sharing analysis): <br />Equivalent <br />Building <br />Area <br />(square feet) <br />May 26, 1998 <br />Phase 1 & 2 <br />Liftstation <br />307,500 <br />Phase 2A <br />Coll.
