US -97 -01 -CS <br />WIP NO. 472-000-169-320.00 <br />BACKGROUND <br />On January 15, 1997 The Board of County Commissioners (BCC) <br />approved a developer's agreement to construct the first phase of a <br />wastewater collection system between U.S. Highway 1 and the Indian <br />River, north of Cleveland Street up to Washington Street in <br />Sebastian (see attached copy of meeting minutes). Construction of <br />the project is now complete and the system has been cleared by the <br />Florida Department of Environmental Protection (FDEP) to accept <br />sewage. <br />On January 20, 1998, the Board of County Commissioners (BCC) <br />approved staff to proceed with engineering, design, permitting and <br />bid of the above -referenced project (see attached copy of meeting <br />minutes). Only one bid was submitted on April 8, 1998 by <br />Driveways, Inc. in the amount of $65,493.00(see attached bid <br />proposal). However, after further evaluation of the site, the <br />contractor expressed concern that construction of the gravity line <br />could result in extensive change orders that would drive project <br />costs above the estimated $92,400.00. <br />May 26, 1998 <br />64 <br />C <br />1 <br />
