• <br />0 <br />On February 27, 1997, the Planning and Zoning Commission granted PD preliminary plat approval <br />for Windsor Block 30. That plat conformed to the previously approved Windsor conceptual PD plan <br />for the overall project. The developer, Windsor Properties Inc., subsequently obtained a land <br />development permit for the Block 30 area and has completed construction of the required <br />subdivision improvements. The developer is now requesting PD final plat approval and has <br />submitted the following: <br />1. A final plat in conformance with the approved PD preliminary plat. <br />2. A certificate of completion for all required improvements. <br />3. A contract for construction for off-site improvements. <br />4. A cash escrow agreement. <br />ANALYSIS: <br />All required subdivision improvements have been completed and the developer has obtained a <br />certificate of completion from Public Works certifying that all required improvements are complete <br />and acceptable, with the exception of a sidewalk along the project's SR AlA frontage. A contract <br />for construction and letter of credit have been approved by the county attorney, guaranteeing future <br />construction of the sidewalk. Public Works has approved the cost estimate for the proposed <br />construction. All subdivision improvements are privately dedicated with the exception of the utility <br />system, which is separately warranted through the Department of Utility Services. Therefore, no <br />subdivision warranty and maintenance agreement is required. All requirements of PD final plat <br />approval are satisfied. <br />Staff recommends that the Board of County Commissioners grant PD final plat approval for the <br />Windsor Plat 17, authorize the chairman to sign the contract for construction, and accept the cash <br />escrow to guarantee the construction. <br />TTACHMENT <br />1.
