Commissioner Adams asked if they had considered using vines which would cover <br />the fencing quickly and not take the 3' planting space needed for oleander. <br />Vice Chairman Macht suggested that Confederate jasmine would -also provide a <br />fragrance. <br />Mrs. Mercer confirmed that the irrigation they had installed would cover outside the <br />fence and she continued to request oleander. <br />MOTION WAS MADE by Commissioner Ginn, SECONDED <br />BY Commissioner Eggert, to deny the request. <br />There was discussion on the motion expressing support for Confederate jasmine, <br />concerns about setting a precedent, and a suggestion that the homeowners plant on their side <br />of the fence. <br />Mrs. Mercer addressed the point by mentioning that there was a buffer at the Turtle <br />Trail access. <br />Frank Coffee, 88 Cache Cay, believed the homeowners should have planted what <br />they are asking the County to plant and that the County should not be responsible for the <br />residents' problem. <br />Following lengthy discussion about security, suitability of particular plants, trash, <br />habits of people using the beach's parking lot, and other concerns, there was concurrence <br />from most of the Commissioners that use of Confederate jasmine would be a good solution. <br />Commissioner Adams suggested the installation by the County would probably be <br />about 50 Confederate jasmine plants at a cost of about $250. <br />Commissioner Eggert WITHDREW HER SECOND. <br />Commissioner Ginn WITHDREW HER MOTION. <br />ON MOTION by Commissioner Adams, SECONDED by Vice <br />Chairman Macht, the Board approved (4-1, Commissioner Ginn <br />opposed) spending up to $250 to install Confederate jasmine <br />next to the fence. <br />June 9, 1998 <br />73 <br />6QOK PAGE C,� <br />
