July 15, 1997 letter to Commissioner Adams from Congressman Dave <br />Weldon. <br />ANALYSIS <br />Attached are two proposed blanket agreements between the County and the FEC <br />for BCC consideration. The yearly totals for each department are as follows: <br />1996 <br />1997 <br />1998 <br />Subsequent <br />Utilities Department 1,695.00 <br />4,157.50 <br />6,010.75 <br />7,789.00 <br />Public Works Department 150.00 <br />150.00 <br />425.00 <br />725.00 <br />County Totals by Year 1,845.00 <br />4,307.50 <br />6,435.75 <br />8,514.00 <br />The proposed agreements are attached for further reference (Public Works <br />agreement dated March 26, 1997 and the amendment to the Utilities agreement <br />dated March 26, 1997). <br />Options available in this matter are as follows: <br />1. Continue to withhold payment on current and future billings to the FEC and <br />explore a legal remedy to the lease rates. This option may be very costly and <br />may not result in a favorable outcome. <br />2. For the BCC to execute the proposed FEC agreements and authorize <br />payment to the FEC for all payments due as outlined. <br />Both the Department of Utility Services and the Public Works Department <br />recommend approval of and authorization for the BCC chairperson to execute <br />the FEC agreements from Public Works and the revised schedule from the <br />Utilities Department as presented. <br />Administrator Chandler recalled that the Board had spent a lot of time on this topic <br />in the past trying to reduce the County's costs. He reported that a number of meetings with <br />the City of Vero Beach had occurred on this topic and many other cities on the east coast of <br />Florida had been contacted in order to get their support. Unfortunately, nothing had been <br />gained beyond sympathy. <br />Commissioner Adams advised that she was still not pleased with this situation. She <br />did not know what to do about it, but hated being in a strangle -hold like we are. <br />Vice ChairmanMachthad attended the Governor's Intermodal Transportation Summit <br />(June 18) and reported that they envision a change in the normal way of doing shipping <br />June 23, 1998 <br />40 <br />
