Keating, AICP��� <br />Community Developme t Director <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blade <br />Staff Planner, Current Development <br />DATE: July 6, 1998 <br />SUBJECT: Robert Cook's Request for Special Exception Use Approval for an Agricultural <br />Business <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of July 14, 1998. <br />DESCRIPTION AND CONDITIONS: <br />Carter Associates, Inc., on behalf of Robert Cook, has submitted an application for minor site plan <br />and special exception use approval for an agricultural business involving a grove maintenance <br />service and accessory sales and service of spray equipment. The subject 38 acre site is located on <br />the north side of 26'' Street approximately'/4 of a mile west of 70 Avenue. The subject property <br />is zoned A-1, Agricultural (up to 1 unit per 5 acres) and is located outside the Urban Service Area. <br />An agricultural business is a commercial operation that is related to processing or servicing of bona <br />fide agricultural production (i.e. citrus, farming, ranching, etc.). The proposed agricultural business <br />is allowed in the A-1 zoning district by special exception use approval, subject to the specific land <br />use criteria of section 971.08 of the county's land development regulations. <br />At its regular meeting of June 25, 1998, the Planning and Zoning Commission recommended that <br />the Board grant special exception use approval with the conditions stated at the end of this report and <br />approved the associated minor site plan application for the project, subject to the Board granting <br />special exception use approval. The Board is to now act on the special exception use request and <br />approve, approve with conditions, or deny the special exception use request. Pursuant to section <br />971.05 of the LDRs, the Board is to consider the appropriateness of the requested use for the subject <br />site and surrounding area. The county may attach any conditions and safeguards necessary to <br />mitigate impacts and to ensure compatibility of the use with the surrounding area. <br />ANALYSIS: <br />1.
