Chandler, County A ' ' trator <br />FROM: Doug Wright, Director L <br />Department of Emergency Services <br />DATE: July 7, 1998 <br />SUBJECT: Approval of an Inter -Local Agreement between Indian River County and the <br />Treasure Coast Regional Planning Council to Complete a Single, Unified County- <br />wide Local Mitigation Strategy and Approval of Municipal Sub -Contracts as <br />Local Mitigation Strategy Plan Development Participants <br />The Board of County Commissioners, on May 11, 1998, approved a Contractual Services <br />Agreement (No. 98 -LM -4H-1040-01-031) between the Florida Department of Community Affairs <br />(DCA) and Indian River County (IRC) to develop a Local Mitigation Strategy and each <br />municipality has executed the Municipality Subcontract as participants in the development of a <br />Local Mitigation Strategy for Indian River County. <br />To begin the process of developing a successful local mitigation strategy, a Working Group was <br />formed which includes staff from the County, local municipalities, members of locally -based <br />private non-profit organizations, and citizens. The Working Group is at the heart of the entire <br />local mitigation strategy and will be actively involved in its periodic evaluation and enhancement <br />during development. <br />Mr. Mike Busha, Executive Director of the Treasure Coast Regional Planning Council <br />(TCRPC), was invited to make a presentation to the Working Group which was held on June <br />9, 1998. Mr. Busha gave a presentation regarding providing contractual services to develop a <br />single unified Local Mitigation Strategy adhering to the terms of the deliverables schedule as <br />noted in the contract between IRC and the DCA for a total cost of $83,087. <br />Upon hearing Mr. Busha's presentation, the Working Group agreed by unanimous vote to hire <br />the TCRPC to develop Indian River County's Local Mitigation Strategy. The total awarded by <br />DCA is $105,000 and it was further agreed by the Working Group that use of the balance of <br />funds ($21,913) would be decided by the Group collectively. <br />July 14, 1998 <br />52 <br />0 0 <br />
