• <br />The Purchasing Manager informed staff, and subsequently the Working Group, that utilizing <br />TCRPC for this work precludes using the Competitive Consultant Negotiations Act (CCNA) <br />rules, which would present a problem with the time frame involved for completion of the project <br />as required by the County with the Department of Community Affairs. <br />RECOAEWENDATION: <br />The advantage of using TCRPC is predicated on the experience they have in preparing other <br />mitigation strategies as well as their knowledge base of Indian River County due to previous <br />projects. Additionally, TCRPC currently has inter -local agreements with Palm Beach and <br />Martin Counties and is negotiating with St. Lucie County at this time to complete their Local <br />Mitigation Strategies as well. <br />Staff recommends Board approval of the Inter -Local Agreement between the Board of County <br />Commissioners, Indian River County, Florida, and Treasure Coast Regional Planning Council. <br />Staff also recommends the approval of the five Municipal Sub -Contracts as Local Mitigation <br />Strategy Plan Development Participants. <br />The funding source for the Inter -Local Agreement with TCRPC in the amount of $83,087 is <br />provided by DCA through the Contract approved prior by the Board on May 11, 1998 as <br />referenced above. Staff will return to the Board in the future regarding authorization and <br />utilization of the balance of the funding as agreed and recommended by the Working Group. <br />ATTACHMENTS: <br />Three (3) copies each of the following documents: <br />1) Inter -Local Agreement between Indian River County and the Treasure Coast Regional <br />Planning Council <br />2) Municipality Subcontract Participant in the Development of a Local Mitigation Strategy <br />for Indian River County: <br />a.
