DeBlois, AI7CP <br />Chief, Environmental Planning <br />DATE: July 13, 1998 <br />RE: Request for Board Approval of a One -Year Contract Extension <br />with FloridAffinity, Inc., for Professional Services Relating to <br />Environmental Land Acquisition <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of July 21, 1998. <br />DESCRIPTION AND CONDITIONS <br />The Board of County Commissioners, at its regular meeting on August 2, 1994, approved a 3 -year <br />contract with FloridAffinity, Inc., for environmental land acquisition and management planning <br />services. Section 4.01 of the contract provides that the County, if desired, may renew the contract <br />for one year periods up to a maximum of three years. On July 15, 1997, the Board renewed the <br />contract for one year. <br />Staff is now requesting that the Board renew the contract with FloridAffinity, Inc., for an additional <br />one year period to allow for continuing professional services assistance for the County <br />Environmental Lands Program. <br />ALTERNATIVES & ANALYSIS <br />Since the County originally contracted with FloridAffinity in August, 1994, the County has <br />succeeded in acquiring (or obtaining approved purchase contracts for) 14 environmental properties <br />(+— 1,043 acres, not including the Carson Platt estate property). Moreover, in each of those <br />acquisitions, the County has secured cost -share funds from other agencies, totaling over $12 1h <br />million in matching funds. <br />There are currently 13 properties on the County Land Acquisition Advisory Committee's (LAAC's) <br />annual list of acquisition sites. A number of those sites are under negotiation, including some with <br />approved cost -share funding agreements with state agencies (e.g., Round Island South). <br />Staffs position is that FloridAffinity has done a competent job in its negotiations with property <br />owners, and in coordinating with cost -share agencies. In addition to acquisition services, <br />FloridAffinity and its associates have substantially assisted the County in drafting seven management <br />plans for acquired properties, and there will be a need for more management planning assistance in <br />the coming year. With reference to pending acquisitions, staff thinks there is a strong possibility that <br />overall acquisition of environmental lands under the bond program will be completed within one <br />year, and therefore staff expects there may not be a need to renew the contract a third time. <br />July 21, 1998 <br />0 <br />
