ROUND ISLAND PARK - OCEANSIDE - FLORIDA <br />RECREATION DEVELOPMENT ASSISTANCE PROGRAM GRANT <br />- FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION <br />The Board reviewed a Memorandum of July 14, 1998: <br />TO: James E. Chandler, <br />County Administrator <br />FROM: James W. Davis, P.E., <br />Public Works Directo <br />SUBJECT: Florida Recreation Development Assistance Program(FRDAP) Grant <br />for Round Island Park - Oceanside- FRDAP Project No. F99051 <br />REF. LETTER: Letter from Lucinda Coverston, FDEP dated July 10, 1998 <br />DATE: July 14, 1998 <br />The Public Works Department has received a matching 50/50& grant <br />for Round Island Park - Oceanside in the amount of $100,000 from <br />the Florida Department of Environmental Protection (FDEP), Division <br />of Parks and Recreation for funding of the construction of a <br />restroom, parking area, bike trail, lifeguard tower, dune crossover <br />and playground. <br />The project agreement is attached for execution by the Chairman. <br />The Agreement requires the County to: <br />• Keep good financial records of the project. <br />• Submit project status reports quarterly. <br />• Be responsible for wrongful acts of employees, contractor, <br />etc. <br />• Allow DEP to inspect facilities. <br />• Refund the grant if the County is found to be non-compliant <br />with this agreement. <br />• Place a sign on site recognizing state funding. <br />• Dedicate the land for public recreation for at least 25 years. <br />• Not exclude or discriminate against any person using the park <br />based on race, creed, color, etc. <br />The Alternatives are as follows: <br />Alternative No. 1 <br />Authorize the Chairman's signature on the project <br />agreement for Round Island Park - Oceanside. <br />Alternative No. 2 <br />Deny the grant acceptance. <br />Alternative No. 1 is recommended. County funding in the amount of <br />$100,000 is from Sales Tax Revenue account 315-210-572-068.08, with <br />$100,000 to be reimbursed from the State upon completion of the <br />improvements. <br />July 21, 1998 <br />-20- <br />
