Chandler <br />County Administrator <br />DIV ION HEAD CONCURRENCE: <br />Robert eating, AIC <br />Community Development Dire or <br />.A <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blade <br />Staff Planner, Current Development <br />DATE: July 15, 1998 <br />SUBJECT: Sterling House Corp.'s Request for Special Exception Use Approval to Construct an <br />Addition, to. be Known as Sterling Cottage, to an Existing Adult Living Facility <br />(ALF) <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of July 28, 1998. <br />DESCRIPTION AND CONDITIONS: <br />Captec Engineering Inc., on behalf of Sterling House Inc., has submitted a request for major site plan <br />and special exception use approval to construct a second ALF (adult living facility) building <br />("Sterling Cottage") immediately east of the existing "Sterling House" ALF building. Special <br />exception use approval was granted in 1995 for the existing 50 resident Sterling House ALF. The <br />proposed facility will serve elderly residents, and will be located at 420 41 Court, along the east side <br />of Indian River Boulevard on the north side of 4th Court (see attachment #2). <br />The site plan application proposes a 21,600 square foot building, to be known as Sterling Cottage, <br />to house up to 46 memory impaired ambulatory residents in 36 units (rooms). Although the <br />residents are ambulatory, the facility will employ non-resident staff to provide basic housekeeping <br />services for the residents and to operate the facility's dining hall. Because the proposed ALF <br />building is located in RM -10 zoning and proposes more than 21 residents, special exception use <br />approval is required. <br />At its regular meeting of July 9, 1998, the Planning and Zoning Commission voted 6-0 to <br />recommend that the Board grant special exception use approval. The Commission also granted <br />conditional major site plan approval, subject to Board approval of the special exception use request. <br />The Board is now to act on the special exception use request and approve, approve with conditions, <br />or deny the request. Pursuant to section 971.05 of the land development regulations (LDRs), the <br />Board is to determine if the request is appropriate for the subject property and the surrounding areas. <br />July 28, 1998 <br />21 <br />
