COMMISSIONER GINN - CHILDREN'S SERVICES <br />NETWORK -SUBCOMMITTEE MEMBERSHIPS & FUNDING VOTES <br />Commissioner Ginn briefly reviewed her Memorandum of July 6, 1998 and recounted <br />her Memorandum of June 4, 1998: <br />To: County Commissioners <br />County Attorney, Charles Vitunac <br />County Administrator, Jim Chandler <br />From: County Commissioner Caroline Ginn <br />Date: July 6, 1998 <br />Subject: Children's Services Network <br />Because the CSNetwork will be recommending the disbursement of public <br />monies to various Indian River County agencies, careful monitoring of the <br />development, activities and determinations of the CSNetwork has been <br />necessary to bring the public's attention to any departure from the standards <br />as presented in the Ordinance and Guidelines adopted by the Board of <br />County Commissioners on May 13, 1997. <br />My memo of June 4, 1998, set forth the clear and irrefutable departures the <br />CSNetwork has taken from the County Guidelines. Nonetheless, the <br />CSNetwork-has proceeded to ignore the requirements of the Code and Guide. <br />On June 25, 1998, 1 attended the CSNetwork Grant Review & Program <br />Committee meeting where the committee was determining recommendations <br />of agency allocations for the 1998-99 CSNetwork budget year. No Needs <br />Assessment was available upon which to determine if there were specific <br />undermet or unmet needs associated with the requests for funding. And, no <br />Asset Mapping was available to measure the appropriateness of new or <br />additional funding of services. <br />From reading the minutes of past meetings and attending the Grant Review <br />& Program committee meeting, I can appreciate the time and devotion many <br />of the CSNetwork members have given to the plight of children.
