Environmental Planning <br />DATE: July 28, 1998 <br />RE: REQUEST FOR BOARD AUTHORIZATION TO PURCHASE OUTDOOR <br />EDUCATION SIGNS FROM WILDERNESS GRAPHICS, INC. FOR THE <br />OSLO RIVERFRONT CONSERVATION AREA, IN FULFILLMENT OF A <br />F.I.N.D. COST -SHARE GRANT <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of August 4. 1998. <br />DESCRIPTION AND CONDITIONS <br />The ±298 acre Oslo Riverfront Conservation Area (ORCA), a resource-based park owned jointly by <br />the County and the St. Johns River Water Management District, was officially opened to the public <br />in Mav, 1997. Prior to that time. in 1995, the County was awarded a $90.600 cost -share assistance <br />grant from the Florida Inland Navigation District (FIND) to construct public access facilities and <br />education displays on the property. Under that grant, parking facilities, boardwalks, a viewing pier. <br />and a canoe landing have been constructed. What remains to be constructed under the FIND grant <br />is an elevated observation platform and educational displays. <br />The FIND grant is set to expire in September, 1998. Staff has been coordinating with an ORCA <br />working group, spearheaded by staff of the Florida Medical Entomology Laboratory (FMEL), <br />regarding installation of educational displays (by the September deadline) and establishment of <br />regular guided tours of the property using trained volunteers. <br />Janice Broda of the FMEL has received quotes for educational displays and trail signs from <br />Wilderness Graphics. Inc., a Tallahassee -based company that specializes in the design of outdoor <br />educational displays and signs for resource-based parks. The County has previously purchased signs <br />from Wilderness Graphics for displays at county parks. including Wabasso Causeway Park. and <br />Round Island Park (riverside). <br />Staff is requesting that the Board of County Commissioners authorize staff to proceed with <br />purchasing educational displays and trail signs from Wilderness Graphics for the Oslo Riverfront <br />property as further described herein. <br />ALTERNATIVES & ANALYSIS <br />Description of Signs & Cost <br />.-attached is a memorandum from Janice Broda of the FVIEL with a description of the proposed signs <br />and displays. The proposal consists of ten flora and fauna informational signs ($7.075) to be <br />.uspiaved at various locations on the property, and fifteen 9" x 12" trail signs (52.550).
