• The FLND grant allocates $15.000 towards educational signs and displays, $10,000 of which comes from the FIND grant. The remaining $5,000 relates to County in-kind services for construction and installation of the signs and displays. Purchasing Procedures: Justification County Code Chapter 105. Purchasing, sets forth bidding procedures and requires Board approval for the purchase of materials or services exceeding $5.000. Code Section 105.03 provides that bidding is not required except for certain projects specifically requiring bidding under Florida Statutes (which is not applicable in this case). It is staffs position that it is appropriate and in the County's interest to select the services of Wilderness Graphics. Inc. for the signs and displays without need for formal bidding, based on the following reasons. First, the price quote submitted is within original project cost estimate. Second, Wilderness Graphics has considerable experience in the specialized field of outdoor educational displays for resource-based parks. and has ready-made panels that can be obtained in a timely manner. which is important for meeting the time -frame of the FIND grant that expires in September. 1998. :also. Wilderness Graphics has demonstrated competence in delivering quality products regarding previous County purchases of similar signs from the company. Finally, the County's in- kind contribution as reflected in the FIND grant is estimated to be $5,000 for on-site construction. However. purchasing a pre -fabricated display kit will require assembly only, thereby reducing the cost of the Countv's in-kind contribution. RECOMMENDATION Staff recommends that the Board of County Commissioners authorize staff to purchase from Wilderness Graphics. Inc. the described educational displays and trail signs, at the quoted price of 59.850.
