Director ► a VA <br />Department of Emergency Services <br />DATE: July 27, 1998 <br />SUBJECT: Approval of Renewal of the Class B Certificate of Public Convenience and <br />Necessity to Provide Non -Emergency ALSBLS Interfacility Transport <br />Services by Able Ambulance and Health Services <br />On August 9, 1996, the Indian River County Board of County Commissioners approved a <br />Certificate of Public Convenience and Necessity for Able Ambulance Service to provide ALS/BLS <br />non -emergency interfacility transport services in Indian River County. The certificate was <br />necessary in order to comply with rules from the Florida Department of Health and Rehabilitative <br />Services for Able Ambulance to provide interfacility transport service in Indian River County. <br />The certificate was issued for a period of two years pursuant to the Indian River County Code of <br />Laws and Ordinances. The certificate will expire on August 9, 1998, and the renewal process <br />should be accomplished prior to that date. <br />The Indian River County Code provides for routine renewal of the Certificate of Public <br />Convenience and Necessity on application by the certificate holder. This can be accomplished <br />without a public hearing if the Board has no reason to believe that the public health, safety, and <br />welfare require it. Staff submits that there is no reason to hold a public hearing and absent that <br />requirement, requests the Board to issue and renew the certificate routinely. <br />An application has been completed requesting renewal of the certificate. The EMS Director and <br />Medical Director have reviewed the application and EMS protocol with the EMS staff and certifies <br />no reasons are known or perceived that would require a public hearing pursuant to the established <br />ordinance. <br />RECOMMENDATION <br />Staff respectfully recommends that the Board of County Commissioners approve and renew the <br />Class B Certificate of Public Convenience and Necessity for the Able Ambulance Service to be <br />effective for a period of two years. <br />ON MOTION by Commissioner Ginn, SECONDED <br />by Commissioner Adams, the Board, by a 4-0 vote <br />(Commissioner Eggert being absent), unanimously <br />approved the renewal of the Class B Certificate of <br />Public Convenience and Necessity for Able <br />Ambulance Service to be effective for a period of 2 <br />years, as recommended by staff. <br />August 4, 1998 <br />
