8. In non-commercial zoning districts, a maximum of one freestanding sign per <br />thoroughfare plan road frontage is allowed. In addition, each sign shall be limited <br />to a maximum area of 6 square feet, shall be monument style, shall not be internally <br />illuminated, and shall not contain neon or fiber optic lighting. <br />Note: 1 monument style sign meeting these requirements is proposed on each <br />road frontage (43'd Avenue, 8' Street). <br />*Additional criteria for bed and breakfasts proposed within the RT -6 and RS -6 zoning <br />districts: <br />9. The project site shall have a minimum size of 1 acre, and the bed and breakfast may <br />have no more than 5 rentable guest rooms. <br />Note: Site size is 2.49 acres and 5 rentable rooms are proposed. <br />10. No building, outdoor gathering, or recreational area shall be located closer than 30 <br />feet to a residentially designated property unless a Type "B" buffer with 6 foot <br />opaque feature is provided. <br />Note: Type "B" buffer with 6' opaque feature provided where required. <br />11. The bed and breakfast may be rented and used for a special event (e.g. wedding or <br />party) subject to the owner obtaining from the county planning division a temporary <br />use permit that addresses the number of guests anticipated, adequate parking, and <br />includes limitations on the hours of the special event. <br />o e: No temporary use permit request has been filed but may be filed in the <br />future. <br />12. No bed and breakfast shall be allowed in any portion of a subdivision containing any <br />lot platted with an area of less than 40,000 square feet. <br />Note: The site is not a part of a platted subdivision that contains lots smaller <br />than 40,000 square feet. <br />Staff has determined that the proposal satisfies all 12 criteria. <br />RECOMMENDATION: <br />Based on the analysis performed, staff recommends that the Board of County Commissioners grant <br />special exception use approval for Redstone Manor bed and breakfast for 5 guest rooms, with the <br />following condition: <br />1. The applicant shall provide signage, in a manner acceptable to the county traffic engineer, <br />at the site's 81' Street driveway that identifies the driveway as an exit only and warns existing <br />traffic of children at play. <br />ATTACHMENTS: <br />1.
