UW -97 -11 -DS <br />On September 29, 1995, Indian River County entered into an Interlocal Agreement with the City <br />of Sebastian to assume ownership of the City's water distribution and wastewater collection <br />systems. As a part of the contract, the County agreed to expand the water distribution system. <br />On June 18, 1996, the Indian River County Board of County Commissioners approved Option 1 <br />in order for the County to proceed with the installation of water lines as set forth in the Interlocal <br />Agreement between Indian River County and the City of Sebastian. (See attached memorandum <br />and copy of minutes.) Said agreement provided for the transfer of the City of Sebastian's water <br />and wastewater systems to Indian River County. <br />On May 26, 1998 at a public hearing, the Board of County Commissioners approved Phase II -A. <br />The bid opening was held on July 15, 1998, and this portion of the Phase II project should be <br />under construction within the next sixty days. (See attached agenda item and copy of minutes.) <br />We are now ready to proceed with Phase II -B. <br />eaeLzsIS <br />Within the Phase II project area, between CR 512 and Main Street, there are 3,460 lots. This <br />area will be 160% the size of the recently completed Phase I project. Approximately 50% of the <br />lots have existing residences (some 1,750 homes) to benefit from this project. Typical lot sizes <br />are .25 acre, plus or minus. Phase II -B includes 758 lots and approximately 383 homes. <br />More effective management of project construction, inspections, cash flows and interaction with <br />property owners will be accomplished by dividing Phases II and III into smaller projects. See <br />attached letter from Thomas Frame, City Manager of the City of Sebastian, who has also <br />requested that this water expansion project include smaller, more manageable projects for the <br />City and the County. This will enable more utility construction companies to bid on these <br />projects making the bid process more competitive. The attached map displays the area to benefit <br />from the assessment projects, as divided into Parts A, B, C, D and E for Phase II. <br />August 11, 1998 <br />BOOK 1-06 Farr` <br />
