Keating, AIC P <br />Community Development Direcaor <br />4,45 <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blad f3 <br />Staff Planner, Current Development <br />DATE: August 21, 1998 <br />SUBJECT: Laurel Homes, Inc.'s Request for Special Exception Use Planned Development <br />Approval for a Residential Project to be Known as Laurel Springs Subdivision <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of September 1, 1998. <br />Carter Associates, Inc. has submitted an application for special exception use and preliminary <br />planned development (PD) approval on behalf of Laurel Homes, Inc. for a 6 lot residential <br />development. The subject development is a 1954 acre parcel located on the south side of 8' Street <br />immediately west of Pine Tree Park (see attachment #2). The southern two-thirds of the subject <br />parcel was previously excavated as a marl pit in the early 1950's, resulting in the creation of a 13.4 <br />acre lake. No development has occurred on the property since that time, although it appears that the <br />lake has been used from time to time by area residents for recreational purposes. <br />PD Process <br />The PD project review and approval process is as follows: <br />1. Conceptual Plan/Special Exception PZC & BCC <br />_'. Preliminary PD Plan PZC <br />3. Land Development Permit or Waiver Staff <br />4. Final PD Plat BCC <br />Planning and Zoning Commission Consideration <br />At its regular meeting of August 13, 1998, by a vote of 5-1, the Planning and Zoning Commission <br />recommended that the Board grant conceptual planispecial exception use approval for the subject <br />planned development with the conditions stated in staffs report. The Planning and Zoning <br />Commission also granted preliminary plat approval for Laurel Springs Subdivision, subject to the <br />Board of County Commissioners granting special exception use approval for the project. <br />The applicant is now requesting Board approval of the conceptual/special exception use request. If <br />approved by the Board, the preliminary plat approved by the Planning and Zoning Commission will <br />be validated and the applicant may obtain from public worsts a land development permit (LDP) or <br />LDP waiver for construction of required PD improvements. <br />SEPTEMBER 1, 1998 <br />• <br />-40- <br />s <br />
