• <br />• <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter. <br />Joe Serafin, 661 Jordan, Sebastian, noted that the cost for this phase of the work will <br />be $782 more per lot than Phase I and questioned the price hike. He also noted that the City <br />of Sebastian has a 10 -foot easement for stormwater which is filled with weeds, snakes, and <br />rats. This is 800 square feet of property over which the homeowners have no control. <br />Utilities Director Don Hubbs advised that Phase I was a much larger project. Phase <br />II was broken into 5 individual phases and they are hoping the cost will be considerably less <br />but they are trying to be realistic. <br />Mr. Serafin also questioned what contribution the federal government has made to the <br />water treatment plan or to the sewer project. They contributed over 60% of the cost where <br />he came from. <br />County Attorney Vitunac advised that Indian River County has chosen to self -fund <br />all these projects. <br />Mary Fox, 861 Tarpon Avenue, Sebastian, stated that there are a lot of retirees in that <br />area who all paid for wells and septic tanks and are satisfied. They do not want to pay for <br />the water when they don't need it and don't want it. This will be a hardship on a lot of <br />people. <br />The Chairman asked if anyone else wished to be heard regarding this matter.
