• <br />e <br />DESCRIPTION AND CONDITIONS: <br />River Park Place is a 144 unit multi -family planned development <br />(affordable housing for seniors) on 11.46 acres. The subject site <br />is located at the southeast corner of Indian River Blvd. and 8`" <br />Street. At its January 28, 1997 meeting, the Board of County <br />Commissioners granted conceptual planned development and special <br />exception use approval. It should be noted that, as a planned <br />development project, platting of the development site is required <br />by the county land development regulations (LDRs). Final plat <br />approval is required prior to the issuance of a certificate of <br />occupancy (C.O.) for any portion of the project. <br />On September 25, 1997, the Planning and Zoning Commission granted <br />preliminary plat/plan approval for River Park Place. All required <br />improvements for the development are controlled by that approved <br />plan, and are inspected and approved via the county's PD/site plan <br />development process. Knight, McGuire & Associates Inc., on behalf <br />of River Park Associates, is now requesting final plat approval and <br />has submitted a final plat that is in conformance with the approved <br />preliminary PD plat/plan and the PD approval conditions tied to <br />final plat approval. <br />ANALYSIS: <br />The plat creates a stormwater management tract and development <br />tracts for the approved rental apartment units and project <br />improvements (eg: roads, parking areas, infrastructure, and <br />buffers). No individual building lots are proposed. In accordance <br />with PD approval conditions, the plat also includes dedication of <br />right-of-way for Indian River Boulevard and a drainage easement for <br />the boulevard drainage outfall that exists along the northern <br />boundary of the site. <br />Required improvements necessary to serve individual buildings <br />within the project are controlled via the PD/site plan development <br />review process and will be inspected and approved on a building -by - <br />building basis. Prior to obtaining a certificate of occupancy <br />(C.O.) for any building, the required improvements necessary to <br />serve that building must be constructed by the developer and <br />approved by staff. All of the required improvements in the <br />development will be private, except certain utility improvements, <br />which will be dedicated and warranted separately prior to tae <br />issuance of a C.O. for any building. Since the provision of <br />required internal improvements will be controlled through the <br />PD/site plan inspection process, and since the final plat conforms <br />to the approved preliminary plat/plan and conditions tied to final <br />plat approval, the developer has complied with the appropriate <br />requirements to obtain final plat approval. <br />Staff recommends that the Board of County Commissioners grant final <br />PD plat approval for the River Park Place planned development. <br />ON MOTION by Commissioner Eggert, <br />SECONDED by Commissioner Ginn, the Board <br />unanimously granted final PD plat approval for the <br />River Park Place Planned Development, as <br />recommended by staff. <br />September 15, 1998 <br />Im <br />• <br />Boa 107 PA'UE 16 <br />A <br />
