WATER TREATMENT PLANTS - CONTINUING <br />CONSULTING SERVICES - CAMP DRESSER MCKEE <br />The Board reviewed a Memorandum of August 2411998: <br />DATE: AUGUST 24, 1998 <br />TO: JAMES E. CHANDLER <br />COUNTY ADMINISTRATOR <br />FROM: DONALD R. HUBBS, P. \ <br />DIRECTOR OF UTILITY ii <br />PREPARED WILLIAM F. McCAIN, <br />AND STAFFED CAPITAL PROJE INFER <br />BY: DEPARTMENT SERVICES <br />SUBJECT: CONTINUING CONSULTING SERVICES FOR WATER <br />TREATMENT PLANTS <br />WORK AUTHORIZATION NOS. 2A AND 4 <br />On November 25, 1997, the Indian River County Board of County <br />Commissioners approved a continuing consulting services agreement with <br />Camp Dresser and McKee (CDM) for water treatment plants. At the time of <br />contract approval, two work authorization were also approved—Work <br />Authorizations 1 and 2. (Please reference the attached agenda package and <br />minutes.) A third work authorization was approved in early 1998 (Work <br />Authorization No. 3) for assistance with permitting issues at the North Beach <br />R.O. Plant in the amount of $1,500.00. Staff is now before the Board for <br />approval of two additional work authorizations with CDM. <br />ANALYSIS <br />The two proposed work authorizations are as follows: <br />Work Authorization No. 2A: This work authorization is an extension of Work <br />Authorization No. 2 previously approved and included in the attached <br />November 25, 1997 backup. As the project evolved, it has become an actual <br />permit renewal rather than a permit modification, requiring the County to <br />perform additional water quality modeling for mixing zone permitting and <br />answering another DEP request for additional information (RAI). The <br />negotiated fee for the proposed additional work is $1,000.00. Please reference <br />attached Work Authorization No. 2A. Funding will be from Account No. 471- <br />219-536-033.13. <br />Work Authorization No. 4: Supplies assistance and training to the County's <br />reverse osmosis plant staff (i.e., North County R.O.) in fine-tuning the plant's <br />waste discharge treatment system, training in the operation of the system, <br />system optimization (operational cost savings), and to assist in toxicity <br />sampling and lab analysis interpretation. This will assure the County the best <br />chance of passing stringent DEP toxicity testing requirements prior to <br />discharge in the Indian River. Passing of these tests may save thousands of <br />dollars in possible additional treatment and testing requirements, which could <br />be required by DEP. The negotiated fee for Work Authorization No. 4 services is <br />a not -to -exceed price of $3,000.00. Funding will be from Account No. 475-000- <br />169-236.00. <br />RECOMMENDATION <br />The staff of the Department of Utilitv Services recommends that the Board of <br />County Commissioners approve Work Authorization Nos. 2A and 4 as <br />presented and authorize the chairman to execute same. <br />September 15, 1998 <br />• <br />-33- Bw 10.7 PnE 40 <br />
