BOOK 107 PAGE 241 <br />Commissioner Ginn questioned the cost -share amount and the status of the discussion <br />with the State regarding an ownership share for the County. <br />Commissioner Adams stated that the Cabinet has asked LAMAC to give a <br />recommendation and has assured staff that we can work through the shared title interest. <br />LAMAC was scheduled to meet in October on this matter but Hurricane Georges caused a <br />delay until November. <br />Commissioner Ginn felt she could not vote for the purchase, committing 2.5 million <br />dollars with no title share. <br />County Attorney Vitunac advised the Board that because there are only 3 <br />commissioners present, any item requires a unanimous vote. <br />Commissioner Adams believed the cost -share issue with the State could not be <br />resolved in 30 days but is making progress. She reminded Commissioner Ginn that an <br />agreement had been reached on the 25% cost -share. <br />Commissioner Ginn agreed that, under the circumstances, she would vote for the <br />purchase but noted that this will be the last piece. <br />ON MOTION by Commissioner Ginn, SECONDED <br />by Commissioner Adams, the Board, by a 3-0 vote <br />(Chairman Tippin and Commissioner Eggert being <br />absent), unanimously approved the Participation <br />Agreement with St. Johns River Water Management <br />District; authorized the Vice Chairman to execute <br />same; and authorized staff to coordinate with <br />SJRWMD and CARL staff to take actions as <br />necessary to close the purchase in accordance with <br />the Participation Agreement, as recommended by <br />staff. <br />AGREEMENT IS ON FILE IN THE OFFICE <br />OF THE CLERK TO THE BOARD <br />OCTOBER 6, 1998 <br />
