Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Emergency Services I <br />DATE: October 13, 1998 <br />SUBJECT: Agreement with Edlund & Dritenbas Architects, P.A., for Architectural/Engineering <br />Services for Permitting, Design, and Services During Construction of Emergency Services <br />Station #11 on the North Barrier Island and Renovation of Station #8 on Barber Street <br />Pursuant to the requirements of the Consultants Competitive Negotiation Act, the Board of County <br />Commissioners on October 6, 1998, approved the Selection Committee ranking of architects and authorized staff <br />to negotiate with Edlund & Dritenbas Architects for professional services related to the construction of a new <br />station on the barrier island, Emergency Services Station #11, and renovation of existing Station #8 located on <br />Barber Street in Sebastian. <br />A meeting for negotiations was arranged with representatives of the firm on October 6, 1998. After considerable <br />negotiations, an agreement was reached which provides basically for a fee of 7% of construction costs based <br />on a construction cost estimate of $900,000 or $63,000 in architectural fees to be adjusted following the <br />contractor bidding and negotiations phase plus the civil engineering expense and any additional services. In the <br />Agreement for the renovation of Station #8, an architectural fee of 7% of construction cost was negotiated <br />based on a construction cost estimate of $230,000 or $16,100 in architectural fees to be adjusted following the <br />the contractor bidding and negotiations phase plus the civil engineering expense and any additional services. <br />Funding in the amount of $50,000 from the One Cent Sales Tax Revenue has been prior approved by the Board <br />for architectural services for Station #11 design and permitting. The estimate provided in the Feasibility Study <br />for Station #11 architectural, civil engineering, prints, permitting, surveys, and soil borings was $74,636, <br />exclusive of $14,530 in impact fees. <br />No funding has been allocated for architectural/engineering fees for the renovation of Station #8 on Barber <br />Street. The Feasibility Study for Station #8 identified that the estimate for architectural, civil engineering, <br />prints, permits, surveys, and soil boring expense would be $25,760. Staff is seeking direction on how to advise <br />the architect to proceed given the firm has stated that the plans for Station #8 can be completed much quicker <br />than Station #11 and they can work on both architectural projects simultaneously. <br />Staff requests direction regarding the architect proceeding with work on Station #8 architectural plans if the <br />proposed Agreement is approved by the Board since no funding has been allocated for this project. <br />RECOMMENDATION: <br />Staff submits that the proposed architectural/engineering agreement with Edlund & Dritenbas Architects is fair <br />and reasonable and recommends Board approval. Staff also requests direction from the Board as relates to <br />proceeding with architectural work for the renovation of Station #8 since no funding has been allocated for this <br />project.
