DESCRIPTION AND CONDITIONS <br />On October 27, 1996, the Indian River County Board of County Commissioners approved an Emergency <br />Medical Services ALS/BLS Certificate of Public Convenience and Necessity for Indian River County EMS. <br />This certificate was necessary in order to comply with the Indian River Code of Laws and Ordinances as <br />specified in Chapter 304. The certificate was approved for a period of 2 years and will expire on October <br />27, 1998. <br />An application for renewal of the certificate has been submitted by the Emergency Medical Services <br />Division. The EMS Director and the Medical Director have reviewed the application and certify that all <br />requirements of Chapter 304 of the County Code have been met, and renewal and issuance of the certificate <br />is justified. <br />ALTERNATIVES AND ANALYSIS <br />Section 304.11 of the Indian River County Code of Laws and Ordinances provides for routine renewal of <br />the EMS Certificate of Public Convenience and Necessity on application by a current certificate holder <br />routinely, unless the Board has reason to believe that the public health, safety and welfare require a public <br />hearing. Staff submits there is no reason to hold a public hearing, and absent that requirement, the Board <br />is requested to issue and renew the certificate routinely. <br />RECONE4ENDATION <br />Staff respectfully recommends that the Board of County Commissioners approve and renew the EMS <br />Certificate of Public Convenience and Necessity for the Emergency Medical Services Division for a Class <br />"A" certificate to be effective for a period of two years from October 27, 1998 to October 27, 2000. <br />This provider, as with all others, will continue to be subject to the authority of the state Statutes, <br />administrative rules, and as provided by Chapter 304 of the Indian River Code of Laws and Ordinances. <br />ATTACffi1EENTS <br />Referenced application <br />ON MOTION by Commissioner Ginn, SECONDED BY <br />Commissioner Macht, the Board unanimously (4-0, <br />Commissioner Eggert absent) approved and renewed the EMS <br />Certificate of Public Convenience and Necessity for the <br />Emergency Medical Services Division for a Class "A" <br />certificate to be effective for a period of two years from October <br />27, 1998 to October 27, 2000, as recommended in the <br />memorandum. <br />COPY OF CLASS "A" CERTIFICATE IS ON FILE <br />IN THE OFFICE OF THE CLERK TO THE BOARD <br />11.B.2.
