McCoy, AICP e o M <br />Senior Planner, Current Development <br />DATE: October 20, 1998 <br />SUBJECT: First Church of God of Vero Beach Inc.'s Request for Special Exception Approval <br />for a Primary and Secondary School Facility <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of October 27, 1998. <br />Kimley Horn & Associates, Inc. has submitted an application for major site plan, administrative <br />permit and special exception use approval on behalf of the First Church of God for a place of <br />worship, day care and primary and secondary school. The subject 36.4 acre property is a former <br />citrus grove, and is located at the southwest corner of 58m Avenue and Ir Street and is zoned A-1 <br />(Agricultural). within the A-1 district, places of worship are permitted uses, day cares are <br />administrative permit uses, and educational facilities are special exception uses. <br />The applicant is proposing to construct a multi-purpose worship center, sanctuary, educational <br />buildings, recreational amenities, and supporting infrastructure. The first phase of development will <br />consist of the multi-purpose worship center, paiiang, landscape, and stormwater improvements and <br />is projected to start construction by the end of the year. The second phase will include the sanctuary <br />and the paving of some parking initially installed as grass/stabilized spaces, and is scheduled to <br />commence construction in 2002. The last phase will include the educational buildings and <br />recreation improvements, and is projected to start construction in 2008. At buildout, the school is <br />projected to have an enrollment of 575 students in grades K through 12. <br />The Board of County Commissioners is to approve, approve with conditions, or deny the special <br />exception use request. Pursuant to Section 971.05 of the LDRs, the Board of County Commissioners <br />is to consider the appropriateness of the requested use for the subject site and surrounding area The• <br />county may attach any conditions and safeguards necessary to mitigate impacts and to ensure <br />compatibility of the use with the surrounding area <br />PLANNING AND ZONING COMMISSION ACTION: <br />At its regular meeting of August 27, 1998, the Planning and Zoning Commission voted 5 to 1 to <br />recommend that the Board of County Commissioners approve the special exception use with an <br />additional condition prohibiting lighting of any recreational fields without future Planning and <br />Zoning Commission consideration and approval. The staff has added this condition to the <br />recommendation which appears at the end of this report. At its August 27" meeting, the Planning <br />and Zoning Commission also approved the aspects of the project that do not require special <br />exception use approval, namely, the request for major site plan approval for a place of worship and <br />administrative permit approval for a day care facility. <br />OCTOBER 27, 1998 <br />-20- <br />
