M AIN, P.E. <br />AND STAFFED CAPITAL PR GINEER <br />BY: DEP UTILITY SERVICES <br />SUBJECT: CONSUMPTIVE USE PERMIT (CUP) RENEWAL <br />FOR COUNTY POTABLE WATER SUPPLY <br />IIITDIAN RIVER COUNTY PROJECT NO. UW -98 -13 -CO <br />BACKGROUND <br />The supply of safe, clean drinking water to the citizens of Indian River County <br />begins through the permitted withdrawal of water supplies deep underground. <br />This permit, known as a "Consumptive Use Permit" (CUP), is issued by the St. <br />Johns River Water Management District only after an applicant has <br />demonstrated that proposed withdrawals pose a negligible impact to <br />groundwater supplies. The County's CUP is due to expire in December 1998. <br />The District recently began allowing a twenty-year CUP in lieu of the standard <br />five-year or ten-year permit. Staff is proposing to qualify for a twenty-year <br />permit at this time and utilize the hydrological consulting expertise of Missimer <br />International, Inc. for assistance in obtaining this permit. <br />ANALYSIS <br />Missimer International, Inc. is familiar with the County's water needs and the <br />surrounding hydrology in Indian River County. On February 7, 1995, the <br />Board of County Commissioners approved a contract with Missimer for the <br />design/permitting of the North County R.O. plant well field. The permitting <br />process involved the modification of the County's existing CUP to include <br />capacities from the North Beach R.O. (CUP), City of Sebastian's (CUP) and the <br />South County (CUP). Extensive hydrogeological modeling was performed. <br />Conceptual approval was gained from the St. Johns River Water Management <br />District for our North County well field build -out. (For details of Missimer's <br />previous work effort, please reference the attached agenda item and minutes.) <br />Given their recent experience, staff believes Missimer International, Inc. would <br />be the most responsive and cost-effective consultant to assist the County in <br />renewing the consumptive use permit. Staff has negotiated a fee of $7,800.00 <br />for the required services. (For details, please see the attached work proposal.) <br />Funding for this project will be from fund 471. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the Board of <br />County Commissioners approve and execute the attached work proposal from <br />Missimer International, Inc. as presented. <br />November 3, 1998 <br />37 <br />my.. 107 4300 <br />
