BOOK FAUE <br />2. No off-street parking or loading space shall be located closer than twenty-five (25) <br />feet to any property line abutting a residentially designated property. <br />Note: All off-street parking is located within the commercially zoned (OCR) <br />portion of the site and is proposed to be located more than 25' from any <br />property line abutting a residentially designated property. <br />3. Any accessory restaurant or ticket sales activities to be included as part of the <br />cultural or civic facility shall be conducted entirely within the building. <br />Note: All of the above referenced activities are proposed to occur within the <br />commercially zoned (OCR) portion of the site. Therefore, no such activities <br />will be conducted outside of a building within the RM -10 zoning district <br />4. The facility must have thoroughfare road frontage. <br />Note: The facility has frontage on U S 1, which is designated as an arterial <br />road on the thoroughfare plan. <br />5. Type "D" sing shall be provided between the facility and adjacent properties <br />that are agriculturally or residentially designated. <br />Note: A Type "D" landscape buffer has been provided between the facility <br />and adjacent properties that are residentially designated. The buffer, located <br />along the site's east perimeter, must be installed prior to issuance of a <br />Certificate of Occupancy for Phase 1. There is an existing 8' high wall along <br />the east property line which was built with Vista Villas development. The <br />wall is located on the Vista Villas site and will remain, providing additional <br />buffering. <br />RECOMMENDATIONS: <br />Based on the above analysis, staff recommends that the Board of County Commissioners grant <br />special exception use approval, with the following conditions: <br />1. Prior to site plan release, the developer shall execute reciprocal access agreements with the Indian <br />River Farms Water Control District and the County Department of Utility Services to ensure access <br />to the south relief canal and utilities improvements. <br />2. Prior to the issuance of a Certificate of Occupancy, the applicant shall either build or bond -out <br />the required sidewalk improvement along the site's U S 1 frontage. <br />3. Prior to the issuance of a C.O. for Phase I, a Type "D" buffer must be constructed along the <br />project's east property line. <br />NOVEMBER 17, 1998 <br />• -44- <br />• <br />
