BOOK 107 P3 5 <br />Coastal Engineer Jeff Tabar stated that a county -wide survey had been performed and <br />a large portion of the County's beach was hit very hard by -Tropical Storm Mitch. In some <br />areas there is insufficient sand to benefit from beach scraping as the sediment is not <br />recoverable. A bucket would need to be purchased for the grader at $9,000 to $12,000 with <br />additional costs for fuel, etc. of approximately $270 to $300 per day. Wabasso Beach Park <br />could be used as an access area and funding would come from the Beach Restoration Fund <br />in the total amount of approximately $17,000. Staff is recommending that the Board approve <br />Alternate #2. <br />Commissioner Adams asked about increasing the amount of sand to 1,000 cubic <br />yards, and Mr. Tabar believed that the State would be willing to issue a permit for 1,000 <br />cubic yards of sand. <br />Cheryl Gerstner was recognized by the Chairman and noted that the State is still <br />micro -managing each seawall request while the situation has become a crisis. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Ginn, the Board <br />unanimously approved Alternative No. 2 [i] approve <br />the issuance of an emergency permit for beach <br />scraping in those areas identified in Table No. 1 of <br />staffs Memorandum utilizing County personnel and <br />equipment to complete the work only in areas of <br />public property with funding from the County's <br />Beach Preservation Fund and access through <br />Wabasso Beach Park; [ii] unprotected private <br />property owners, located in those areas identified in <br />Table No. 1 which would include 5 properties, will <br />be required to apply for and obtain individual <br />permits from the County Public Works Department <br />to complete beach scraping; and [iii] obtain permits <br />to place sand in those areas identified in Table No. <br />1; all pursuant to recommendations by staff with an <br />increase in the purchase of sand per park to the <br />amount of 1,000 cubic yards per park, with any <br />surplus to be stockpiled and a direction to staff to <br />coordinate the private permits with the County's <br />beach scraping. <br />NOVEMBER 17, 1998 <br />
