Pursuant to section 971.05 of the LDRs, the Board of County Commissioners <br />is to consider the appropriateness of the requested use for the subject site and surrounding area <br />Therefore, the Board is to consider both the appeal and the special exception use request. <br />1. Zoning Classification: A-1, Agricultural-1(up to 1 unit per 5 acres) <br />2. Land Use Designation: AG -1, Agricultural-1(up to 1 unit per 5 acnes) <br />3. Surrounding Land Use and Zoning: <br />North: Residence / RS -1 <br />South: 1- Street S.W., Grove / A 1 <br />East: Se Avenue, Citrus/A-1 <br />West: Chrus/A 1 <br />Note: Hammock Lakes Subdivision, containing 206 lots, is located nearby at the <br />southeast comer of 1n Street S.W. and 58" Avenue. <br />4. Overall Parcel Size: 4.09 acres <br />Note: The original 5 acre parcel was reduced in size years ago due to right-of-way <br />acquisition for 58m Avenue. <br />5. Building Area: Residence: 2,953 sq. & <br />Detached Garage: 731 sq. & <br />B=. 3,431 sq, <br />Total Building Area: 7,115 sq. & <br />6. <br />7. <br />8. <br />Note: All structures depicted on the submitted site plan are existing. No new structures are <br />proposed. Traffic Circulation: The traffic circulation plan proposes continued use of the site's two <br />existing two-way driveway connections from 10 Street S.W. In accordance with the LDRs, <br />projects located at roadway intersections shall access from the roadway having the lower <br />finctional classification Therefore, the site must access from 1" Street S.W. (collector <br />road) rather than 5P Avenue (major arterial road). Accordingly, the site's existing 581 <br />Avenue driveway connection is proposed to be closed The project's driveway and parking <br />areas are to consist of a stabilized marl surface. Under the LDRs, parking/drivevvay areas <br />may be unpaved for projects, such as this one, that generate fewer than 100 daily trips and <br />that are looted outside the Urban Service Area <br />The traffic engineering division has reviewed the site plan and determined that the <br />easternmost In Street S.W. driveway does not satisfy LDR standards for required minimum <br />separation distance between driveways and intersections. <br />10. Stormwater Management: The public works department has reviewed and approved the <br />project's stormwater plan Therefore, the traffic engineer has determined the site plan <br />cannot be approved as submitted. <br />11. Utilities: The project will have an on-site well and septic tank/dminfield These provisions <br />have been approved by the Utility Services and Environmental Health Departments. <br />12. Dedications & Improvements: To provide sufficient right-of-way for the county's project <br />to widen 59" Avenue and improve the 58m Avenuelle Street S.W. intersection, an <br />additional 20' of 58'" Avenue right-of-way and 10' of In Street S.W. right-of-way is needed <br />from the site.
