Director Keating advised that the first section of the 44aning of SR -60 west of I-95 <br />is scheduled to begin construction in February 2000 (3-1/2 mile segment) and the second <br />segment construction will begin a couple of years later which will bring it out to CR512. <br />There is a $22 billion funding deficit on the Florida State Intra -State Highway System. <br />Commissioner Adams blamed that on mitigation. <br />The Chairman CALLED THE QUESTION and the motion <br />carried unanimously. <br />Commissioner Ginn commented that SR60 seemed safe now to her. A lot of <br />improvements have been made, but it does need to be 4 -land. <br />13.E. COMMISSIONER STANBRIDGE - STORMWATER <br />MANAGEMENT PLANNING <br />Commissioner Stanbridge reviewed her Memorandum of November 14, 1998: <br />November 14, 1998 <br />MEMORANDUM <br />TO: John Tippin, Chairman <br />FROM: Ruth Stanbridge, Commissioner, District 2 <br />SUBJECT Stormwater Management Planning <br />On the December 8th agenda, I would like to add under my matters a very brief discussion about <br />stormwater management. <br />Even though, I am new to this Commission, I am not new to the need for stormwater <br />management. As you recall, in the 1980s, when you were Planning and Zoning chairman and I <br />was vice chairman, we spend many, many hours with staff discussing the problems of containing <br />and cleaning up the county's stormwater systems. Limited staff and no money were our major <br />problems, but we did place goals, objectives, and policies in the final 1990 plan and hoped for the <br />best. <br />Over the past ten years as Indian River County has grown, other things have taken priority over a <br />county -wide stormwater management plan. Other things will continue to take priority, unless we <br />take an active role in addressing the problems, developing a pro -active plan, and seeking out <br />funding sources. I believe these sources are out there now and will be more available in the <br />future. <br />The expanded direction of P2000 monies and our local legislative delegation foresee accelerated <br />programs initiated this year to restore and improve the water conditions, both the quality and <br />quantity, in Florida. Florida's water management districts and our own St. Johns Water <br />Management District are already working toward that goal.
