• <br />In response to Commissioner Adams' question, Emergency Services Director Doug <br />Wright stated that the equipment was never intended to replace the School District <br />equipment, but simply to be available to the County at all times in order that the County <br />might provide cable override with video as well as audio. This will also enhance the <br />County's training program and will be compatible with the School District's equipment. <br />ON MOTION by Commissioner Macht, <br />SECONDED by Commissioner Adams, the Board <br />unanimously approved the purchase of the capital <br />items requested in the Memorandum with funding to <br />be provided from the 1998/1999 Emergency <br />Management Preparedness and Assistance Trust <br />Agreement, as recommended by staff. <br />II.B.3. 800 M11Z COMMUNICATIONS SYSTEM (ERICSSON <br />GPA SIMULCAST SYSTEM) BACKBONE MAINTENANCE <br />CONTRACT - COMMUNICATIONS INTERNATIONAL, INC. <br />The Board reviewed a Memorandum of December 7, 1998: <br />TO: Honorable Board of County Commissioners <br />THROUGH: James E. Chandler, County Administrator <br />FROM: Doug Wright, Director, Emergency Services <br />DATE: December 7, 1998 <br />SUBJECT: 800 MHz Communications System Backbone Maintenance Contract Between Indian <br />River County and Communications International, Inc. <br />On December 19, 1995, the Board of County Commissioners approved a contract in the amount of <br />$5,716,373 with Ericsson, Inc., to provide and install a county -wide 800 MHz Communications <br />System funded from the One Cent Sales Tax revenue except for $240,000 which was utilized from <br />the 911 Surcharge Fund. The backbone price was $3,855,064 and the County user equipment <br />(mobiles, portables, base stations, desktops, etc) was $1,921,309. All police, fire, EMS, utilities, <br />all municipalities and other agencies agreed to participate in the system and provide their own user <br />equipment. There are 1,632 users currently operating on the system and the average number of push <br />to talk (PTT) group calls per 30 day period is 1,244,379 along with 39,875 phone interconnect calls <br />and 136,264 individual calls for a total of 1,460,393 for one month of activity. <br />The system was turned on in October, 1996, for the purpose of testing. After bum in, the process <br />was began wherein units were programmed into the system. The installation of mobile radios also <br />began which continued until December 30, 1997, when all circuit merit testing, coverage testing, <br />backbone, unit, and console functionality was completed and the system accepted.
