HOK 107 PACE <br />Prior to submittal of the FY 1998/99 budget request, staff negotiated a backbone maintenance <br />contract with Communications International, Inc., at an expense of $12,119.50 per month or <br />$145,434.00 annually. Since the contract period covers only nine (9) months of the fiscal year, the <br />budget requested by staff and approved by the Board was $109,076. <br />A breakout of the maintenance costs per site is included in the contract. Staff contacted two other <br />counties with Ericsson systems and concluded that the maintenance costs negotiated were similar <br />and were based on the type of system backbone equipment at each site. This technology is complex <br />and requires constant monitoring by personnel trained in maintaining the specifications for the <br />system to operate at maximum or optimum capability. No user equipment maintenance contract is <br />proposed at this time. <br />RECOMMENDATION: <br />Staff recommends approval of the 800 MHz Communications System Maintenance Contract at a <br />cost of $12,119.50 per month or $109,076 for a nine month period as prior approved by the Board <br />of County Commissioners in the FY 98/99 budget in account # 001-107-519-034.69. <br />ATTACHMENTS: <br />Proposed 800 MHz Communications System Backbone Maintenance Agreement <br />Commissioner Ginn questioned whether this system is Y2K compliant. <br />Emergency Services Director Doug Wright stated that he has asked for an audit from <br />Ericsson, funded by Ericsson and expects to have the material available to bring back to the <br />Board in January. <br />Commissioner Adams expressed her concerns about the abuse of the ability to do <br />background investigations, especially regarding the "other than honorable" discharge from <br />the armed services. <br />Director Wright emphasized that each case will be looked at on its own merits and the <br />regulations are not intended to exclude anyone. This is an effort to prevent someone guilty <br />of a substantial crime from having access to private database information. <br />County Administrator Jim Chandler noted that the background investigation powers <br />are based on changes made last year regarding background checks in an attempt to build in <br />safeguards. <br />ON MOTION by Commissioner Macht, <br />SECONDED by Commissioner Adams, the Board <br />unanimously approved the 800 MHz <br />Communications System Maintenance Contract with <br />Communications International, Inc. at a cost of <br />$12,119.50 per month or $109,076 for a nine-month <br />period, as recommended by staff. <br />CONTRACT IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />DECEMBER 15, 1998 <br />0 <br />-62- <br />
