• <br />• <br />1 LBA INDIAN RIVER MEMORIAL HOSPITAL MEDICAL <br />TRANSPORT SERVICE - RENEWAL OF CLASS "B" EMS <br />CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY - <br />NON -EMERGENCY INTERFACILITY ADVANCED LIFE SUPPORT <br />TRANSPORT SERVICES <br />The Board reviewed a Memorandum of December 8, 1998: <br />TO: Honorable Board of County Commissioners <br />THROUGH: Jim Chandler, County Administrator <br />FROM: Doug Wright, Director (d\""' <br />Department of Emergency Services <br />DATE: December 8, 1998 <br />SUBJECT: Approval of Renewal of Class "B" EMS Certificate of Public Convenience and <br />Necessity for Indian River Memorial Hospital Medical Transport Service to <br />provide Non -Emergency Interfacility Advanced Life Support Transport Services <br />On January 10, 1997, the Indian River County Board of County Commissioners approved a Class <br />"B" EMS Certificate of Public Convenience and Necessity for the Indian River Memorial Hospital <br />Medical Transport Service. The certificate was necessary in order to comply with rules of the <br />Florida Department of Health and County Code for the Indian River Memorial Hospital to provide <br />an EMS service limited to interfacility advanced life support and non -emergency transport. <br />The certificate was for a period of two years pursuant to the Indian River County Code of Laws <br />and Ordinances, specifically Chapter 304. The existing certificate will expire on January 10, <br />1999, and the renewal process should be accomplished by this time. If approved a new certificate <br />will be issued with an expiration date of January 10, 2001. <br />The Indian River County Code provides for routine renewal of the EMS Certificate of Public <br />Convenience and Necessity on application by the certificate holder. This can be accomplished <br />without a public hearing if the Board has no reason to believe that the public health, safety, and <br />welfare require it. <br />An application has been received from the Indian River Memorial Hospital requesting renewal of <br />the certificate. The EMS Director and Medical Director have reviewed the application and EMS <br />protocol with the EMS staff and certifies no reasons are known or perceived that would require <br />a public hearing pursuant to the established ordinance. <br />This provider, as with all others, will continue to be subject to the authority of the EMS Director <br />and the Medical Director for compliance with state statutes, administrative rules, and the Indian <br />River County Code of Laws and Ordinances. <br />RECOA01ENDATION: <br />Staff respectfully recommends that the Board of County Commissioners approve and renew the <br />Class "B" Certificate of Public Convenience and Necessity for the Indian River Memorial <br />Hospital Medical Transport Service to be effective for a period of two years. <br />Per prior authorization, the Class "B" Certificate limits services to interfacility advanced life <br />support and non -emergency transport services. <br />DECEMBER 15, 1998 <br />A <br />BOOK ' ° 5 <br />
