ON MOTION by Commissioner Ginn, SECONDED <br />by Commissioner Stanbridge, the Board <br />unanimously approved the Cash Deposit and Escrow <br />Agreement SP -MA -95-04-17 with Atlantic Coast <br />Enterprises, Inc. and authorized the Chairman to <br />execute same, as recommended by staff. <br />AGREEMENT IS ON FILE IN THE OFFICE <br />OF THE CLERK TO THE BOARD <br />7.G. GILA CORPORATION D/B/A MUNICIPAL SERVICES BUREAU - CONTRACT <br />FOR COLLECTION OF FINES. COSTS AND ADDITIONAL CHARGES IN <br />CRIMINAL CASES <br />The Board reviewed a Memorandum of December 17,,1998: <br />TO: Board of County Commissioners o <br />FROM: Terrence P. OBrien, Assistant County Attorney 1 <br />DATE December 17, 1998 <br />SUBJECT: Collection of Fines, Costs, and Additional Charges <br />in Criminal Cases <br />The Board of County Commissioners at its April 21, 1998 meeting authorized <br />staff to look into the subject matter and issue an RFP. Meetings were held with <br />the County Judges and an RFP was prepared and circulated for comment. <br />During this process Chief Judge Kanarek brought to my attention the existence of <br />a "Municipal Services Bureau" (MSB) which provides this service to local <br />governments. <br />I have been in contact with MSB and have received information and a proposed <br />contract from them. A list of Florida entities served by MSB is attached for your <br />information. <br />A contract for these services with MSB is also attached. Contracting with MSB <br />does not require any out of poukct expenses by rine Counq. MS£'s compensation <br />comes from the statutorily allowed added fee to the amount owed. <br />In view of the extensive use of MSB by Florida entities it appears that MSB <br />should be selected without an RFP procedure. In addition, the contract is easily <br />terminated if the County is not satisfied with the results obtained by MSB. <br />Accordingly, it is recommended that the Board of County Commissioners <br />authorize the Chairman to execute the contract on behalf of the Board of County <br />Commissioners. <br />JANUARY 5, 1999 <br />-15- B�GK ; ASE 22 <br />
