Keating, AICP <br />Community Developmentireeb <br />/J.6. <br />THROUGH: Stan Boling, AICP <br />Planning Director <br />FROM: Eric Blade <br />Staff Planner, Current Development <br />DATE: February 3, 1999 <br />SUBJECT: Community Baptist Church's Request for Special Exception Use Approval for a <br />Building Addition to an Existing Place of Worship <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of February 16, 1999. <br />Reverend Ron Barber, on behalf of the Community Baptist Church, has submitted a request for <br />special exception use approval to add a 704 sq. ft. modular building to the site of an existing place <br />of worship. The subject site is located at 12534 Roseland Road and is zoned RS -3 (Single Family <br />Residential up to 3 units per acre). The proposed modular building will be utilized for Sunday school <br />classrooms. <br />Within the RS -3 zoning district, places of worship require special exception use approval and <br />conformance with LDR section 971.28(1). The existing facilities were approved years ago via the <br />special exception process. Because the proposed modular building addition represents an expansion <br />of more than 10% of the existing place of worship, special exception use approval through the public <br />hearing process is required <br />At its regular meeting of January 14, 1999, the Planning and Zoning Commission voted (7-0) to <br />recommend that the Board of County Commissioners grant the special exception use request with <br />the conditions stated at the end of this report. The Board is now to grant approval, approval with <br />conditions, or deny the special exception use request. Pursuant to section 971.05 of the LDRs, the <br />Board is to consider the appropriateness of the requested use for the subject site and the surrounding <br />area. The Board may attach any conditions and safeguards necessary to mitigate impacts and to <br />ensure compatibility of the use with the surrounding areas. <br />Staff has reviewed the administrative approval site plan application submitted in conjunction with <br />the special exception use request and has granted site plan approval subject to Board approval of <br />the special exception use request.
