BOOK 103 PAGE -3 'a <br />ANALYSIS: <br />1. Zoning Classification: RS -3, Single Family Residential (up to 3 units per acre) <br />2. Land Use Designation: L-2, Low Density (up to 6 units per acre) <br />3. Surrounding Land Use and Zoning: <br />North: Single Family Residential/RS-3 <br />South: Single Family Residential/RS-3 <br />East: Sebastian City Limits, Vacant/IN (Industrial) <br />West: Roseland Road/RS-1 <br />Note: The City of Sebastian has been notified of the request and has not forwarded to county <br />planning staff any comments or objections to the proposal. <br />4. Building Area: The proposed addition is a 704 sq. & modular building to be located in the <br />northeast portion of the site (see attachment #3). It should be noted that this will be the only <br />modular building on site. All' other structures are "site built". Modular buildings are <br />permitted, provided that the structure is constructed by a state certified manufacturer. <br />Therefore, prior to the issuance of a building permit to locate the structure on the site, the <br />applicant must document that the structure was constructed by a manufacturer certified by <br />the State of Florida, or submit construction plans in compliance with the Standard Building <br />Code for a site built structure. <br />5. Total Impervious Surface Area: Other than the 704 square foot area of the proposed <br />building, no additional parking or impervious walkways are required, and none are proposed. <br />6. Traffic Circulation: No new driveway improvements are required to accommodate the <br />proposed building, and none are proposed. Site access and on-site traffic circulation have <br />been approved by the County Traffic Engineer. <br />7. Off -Street Parking: Required: 46 paved parking spaces <br />Provided: 54 paved parking spaces (existing, paved) <br />8. Stormwater Management: The stormwater management plan has been approved by the <br />Public Works Department. <br />9. Landscaping Plan: The landscaping plan is in accordance with Chapters 926 and 971 of <br />the land development regulations. Special buffering (Type "C" buffers) exists on site for the <br />existing facilities. No additional buffering is required, and none is proposed <br />10. Utilities: County water and wastewater are available to the site. The site is currently <br />connected to county water service. However, due to the low demand of the proposed project <br />(no additional bathroom facilities are needed), connection to county wastewater service is <br />not required at this time. Utilities Services and the county Environmental Health Department <br />have no objections to approval of the proposed site plan. <br />11. Specific Land Use Criteria: The application must satisfy the following specific land use <br />criteria which apply to a place of worship proposed in the RS -3 zoning district: <br />a. No building or structure shall be located closer than thirty (30) feet to any property <br />line abutting a residential use or residentially designated property; <br />Note: The proposed modular building will be located no closer than 33' to any perimeter <br />boundary. <br />FEBRUARY 16, 1999 <br />-20- <br />
