BOOK 108 FACE66 <br />17. Concurrency: The applicant has satisfied the concurrency requirements for the rezoning and <br />conceptual PD plan approval. <br />18. Surrounding Land Use and Zoning: <br />North: Vacant/IL, RM -6, RS -3 <br />South: Hawks Nest Golf Club, Bent Pine Golf Course and Residences/RM4 <br />East: FEC Railroad, Old Dixie Highway, Single -Family, Vacant/CL, CH, IL <br />West: Bent Pine Golf Course, Groves/RM4, A-1 <br />Based on the above analysis, staff recommends that the Board of County Commissioners approve <br />the rezoning to PD commercial/residential and the conceptual PD plan, with the following <br />conditions: <br />1. That the short-term rental cottages be located in an area designated <br />commercial/industrial on the future land use map, as shown on the conceptual PD <br />plan. <br />2. That the applicant shall obtain clearance letters from the U. S. Fish and Wildlife <br />Services and the Florida Game and Freshwater Fish Commission, prior to issuance <br />of a land clearing permit and land development permit or waiver. <br />3. That the applicant shall obtain a county wetlands resource permit and a permit from <br />the St. Johns River Water Management District for wetland impacts, prior to the <br />issuance of a land clearing permit and land development permit or waiver <br />4. That the applicant shall obtain release of the Murphy Act Easement prior to issuance <br />of a land development permit or waiver, for that portion of the development. <br />The applicant shall demonstrate on the preliminary PD plan that the access road to <br />the cottages is sufficient for emergency vehicles. <br />FEBRUARY 16, 1999 <br />-32- <br />
