Sean McGuire, P.E. 1✓ <br />Project Engineer <br />SUBJECT: Indian River County Shooting Range <br />US Army Corps of Engineers Permit <br />Project No. 9629 <br />DESCRIPTION AND CONDITIONS <br />February 9, 1999 <br />The Army Corps of Engineers (ACOE) is ready to issue a permit for filling 8.13 acres of <br />wetlands at the County Shooting Range site. The permit includes special conditions for <br />monitoring the proposed wetland mitigation areas, and it requires the signature of the <br />Chairman of the Board of County Commissioners. <br />The permit conditions include the following: <br />1) As mitigation for wetland filling, the County must repair four breaches within <br />an existing dike located on the Corrigan Ranch at the Heamdon Swamp east <br />of 1-95 in south Brevard County within the St. Johns River Basin. <br />2) The special conditions require the County to maintain the repairs on the <br />Hemdon Swamp dike for five (5) years, to submit a mitigation monitoring <br />plan for the wetlands enhanced/restored by the repair of the dike, and to <br />provide monitoring reports as generated by this plan. An environmental <br />consultant may be needed to produce and execute the monitoring plan as <br />the expectations of the ACOE are likely to be beyond the capabilities of <br />County staff. <br />3) The County must have a lead contamination mitigation plan if necessary. <br />4) The County must develop an eastern indigo snake protection/education plan <br />for all workers at the project. <br />The permit will be valid once returned to the ACOE and signed by their District Engineer. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends that the Board authorize the Chairman to sign the ACOE permit. <br />Funding will be from account #312-108-575-066.51. <br />ON MOTION by Commissioner Adams, <br />SECONDED by Commissioner Tippin, the Board <br />unanimously authorized the Chairman to sign the <br />U.S. Army Corps of Engineers Permit No. <br />199804088 (IP -IS), as recommended by staff. <br />COPY OF PERMIT IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />FEBRUARY 16, 1999 <br />10 0 <br />
