RENEWAL OF CLASS "D" CERTIFICATE OF PUBLIC <br />CONVENIENCE AND NECESSITY -LIFELINE MEDICAL SERVICES, <br />INC. <br />The Board reviewed a Memorandum of February 4, 1999: <br />TO: honorable Board of County Commissioners <br />THROUGH: James E. Chandler, County Administrator <br />FROM: Doug Wright, Director <br />Department of Emergency Services <br />DATE: February 4, 1999 <br />SUBJECT: Approval of Renewal for a Class "D" Certificate of Public Convenience and <br />Necessity for Lifeline Medical Services, Inc., to Provide Non -Emergency <br />ALS/BLS Interfacility Medical Transportation Services. <br />On February 25, 1997, the Indian River County Board of County Commissioners approved a <br />Class "D" Certificate of Public Convenience and Necessity for Lifeline Medical Services, Inc., <br />to provide ALS/BLS non -emergency interfacility medical transportation limited to transports <br />originating within Indian River County and terminating out of county. This certificate was <br />necessary in order to comply with Indian River Code of Laws and Ordinances as specified in <br />Chapter 304. The certificate was approved and issued for a period of two years and will expire <br />on March 1, 1999, and the renewal process should be accomplished prior. to that date. <br />The Indian River County Code provides for routine renewal of the EMS Certificate of Public <br />Convenience and Necessity on application by the certificate holder. This can be accomplished <br />without a public hearing if the Board has no reason to believe that the public health, safety, and <br />welfare require it. Staff submits that there is no reason to hold a public hearing and absent that <br />requirement, the Board is requested to issue and renew the certificate routinely. <br />An application for the renewal of the Class "D" certificate has been submitted by Lifeline Medica 1 <br />Services, Inc. The EMS Director and Medical Director have reviewed the application and EMS <br />protocol with the EMS staff and certify no reasons are known or perceived that would require a <br />public hearing pursuant to the established ordinance. <br />RECOMMENDATION <br />Staff respectfully recommends that the Board of County Commissioners approve and renew the <br />EMS Certificate of Public Convenience and Necessity for Lifeline Medical Services, Inc., for a <br />Class "D" certificate to be effective for a period of two years from March 1, 1999 to March 2, <br />2001. <br />ATTACHMENTS <br />Referenced application (protocols on file at EMS office) <br />Copy of Indian River County Code - Chapter 304 <br />FEBRUARY 23, 1999 <br />32 <br />_I <br />
