RFP AUTHORIZATION FOR EMPLOYEE GROUP <br />HEALTH AND LIFE INSURANCE CONSULTANT <br />The Board reviewed a Memorandum of February 12, 1999: <br />TO: James Chandler <br />County <br />Administrator <br />FROM: RoNBaker <br />Personnel Director <br />DATE: February 12, 1999 <br />SUBJECT: Insurance Consultant RFP <br />Staff requests consideration of the following information at the February 23, 1999, regular meeting <br />of the Board of County Commissioners. <br />Background <br />The purpose is to obtain services of a professional insurance consultant to provide a detailed review <br />of the current health and life insurance'plans and to provide a detailed bid specification if deemed <br />appropriate. The objective is to ensure the County is receiving the appropriate level of benefits and <br />services for the premiums paid and also to review the method in which the premiums are paid. <br />Analysis <br />The services would include, but not be limited to, the audit of past and current health insurance claims <br />and the review of these data to determine their appropriateness, the review of the benefits program <br />and identifying any element which is not in accord with current state or federal laws, determining <br />whether the present health care program is competitive and if the program provides the County with <br />the most value, and advising the County what modifications could or should be made and the <br />timeliness of when to make those changes. Upon the completion of the review, the consultant will, <br />if deemed appropriate, prepare detailed bid specifications to be sent to appropriate vendors and assist <br />the County in evaluating proposals and negotiating with vendors. <br />FEBRUARY 23, 1999 <br />33 <br />BOOK 103 PAGE 446 <br />J <br />
