r <br />MARCH 9, 1999 <br />BOOK 108 PAGE 559 <br />The county's Thoroughfare Plan classifies 121 Street as a <br />minor arterial requiring 100' of right-of-way. Presently, 30' <br />of right-of-way exists for 12* Street. The developer will need <br />to dedicate an additional 30' without compensation to <br />complete the minimum local standard of 60'. The 30' <br />dedication will need to take place prior to issuance of a land <br />development permit for Phase I. <br />The developer will be compensated for any right-of-way over <br />the 60' local road minimum standard. The timing of the <br />dedication and compensation for the Thoroughfare Plan right- <br />of-way will be formalized in a developer's agreement. The <br />conceptual PD plan accommodates the full, ultimate 100' of <br />right-of-way. <br />The county's Thoroughfare Plan classifies 81 Street as a <br />major rural collector roadway requiring 80 feet of right-of- <br />way. Presently, 30' of right-of-way exists for 8t' Street. The <br />developer will need to dedicate an additional 30' without <br />compensation to complete the minimum local road standard <br />of 60'. The 30' dedication will need to take place prior to the <br />issuance of a land development permit for the equestrian <br />center. <br />The developer will be compensated for any right-of-way over <br />the 60' local road minimum standard. The timing of the <br />dedication and compensation for the Thoroughfare Plan right- <br />of-way will be finalized in a developer's agreement. The <br />conceptual PD plan accommodates the full 80' of ultimate <br />right-of-way. <br />Note: The developer's agreements must be approved prior to <br />issuance of a land development permit for Phase IA. <br />Roadway Paving: <br />The developer will be responsible for paving 16th Street from the <br />project entrances to 741 Avenue. That paving will need to be done <br />in Phase IA, prior to the issuance of a C.O. Details of the <br />improvement will be part of the developer's agreement. The <br />developer is proposing to pave 161 Street from 741 Avenue to 821 <br />Avenue. The use of traffic calming devices, including the use of <br />roadside landscaping, will be considered in the 161 Street design. <br />The developer is responsible for paving 74* Avenue from SR 60 to <br />south of the project entrance (approximately 1,000' south of 16' <br />Street) on 741' Avenue. Details of the 741h Avenue improvement will <br />be part of a developer's agreement. This paving will need to occur <br />prior to the issuance of a Certificate of Occupancy for the golf course <br />(Phase 1) or any unit south of 161 Street. As an alternative, the Public <br />Works Director may approve alternative paved access from SR 60 to <br />the clubhouse site for the golf course Certificate of Occupancy. Such <br />alternative access could include the project's SR 60 entry boulevard <br />and internal project streets that connect the golf clubhouse to SR 60. <br />38 <br />
