BOOK 108 PAGE 561 <br />There is an issue with the proposed golf cart path crossing at 74`h Avenue. <br />Public Works has conditionally approved an at grade golf cart crossing on <br />741 Avenue, just south of the development's access point on 74* Avenue, <br />approximately 1,000' south of 16' Street. Public Works is requiring a two <br />tiered condition. Initially, the crossing will be allowed and will be <br />monitored for traffic volume and safety. If and when the county deems that <br />warrants are met, the developer will be required to construct a pedestrian <br />actuated traffic signal at the crossing. The crossing will continue to be <br />monitored for safety. If the county determines that the crossing is creating <br />a safety problem, then the developer must design and construct a grade <br />separated crossing. These conditions can be enforced via the right-of-way <br />permit that the developer will need to obtain from Public Works for Phase <br />IA. <br />—There is a separate issue with pedestrian access to the equestrian facility <br />located south of 121 Street. The developer will need to show a pedestrian <br />connection on the conceptual plan and on the golf course and equestrian <br />facility preliminary PD plans. A pedestrian access easement must be <br />established to connect the equestrian development with the overall project's <br />internal pedestrian system. The connection will need to be completed with <br />the equestrian facility. <br />Half -Street: <br />Eighteenth Street is a half -street (right-of-way) created by the plat of Green <br />Briar Estates, a single-family development located just east of Cambridge <br />Park. This half -street segment abuts a portion of the Pointe West site's <br />northern border. The developer will need to either dedicate the right-of-way <br />necessary to complete 181 Street as a 60' local road minimum right-of-way <br />or have the half -street abandoned, prior to issuance of an LDP for the phase <br />adjacent to 18`h Street. In either case, Pointe West will not connect to 18' <br />Street. <br />13. Drainage: <br />The site is broken into 4 major drainage basins. These basins are: the area north of <br />16' Street, the area south of 166 Street and north 121 Street west of 74`h Avenue, the <br />area south of 16'h Street east of 74th Avenue, and the area south of 12'h Street. Lakes <br />will be constructed within each basin and will be inter -connected and treat <br />stormwater from the respective basin. Each basin will ultimately outfall to an Indian <br />River Farms Water Control District canal. The developer will need to secure <br />stormwater management permits from the St. Johns River Water Management <br />District (SJRWMD), Indian River Farms Water Control District (IRFWCD), and <br />Indian River County prior to construction of the respective phase. Public Works has <br />accepted the project engineer's certification of the conceptual stormwater design. <br />14. Utilities: <br />The entire development will be serviced by county water and sewer. These utility <br />provisions are consistent with the comprehensive plan and LDRs, and have been <br />approved by the Department of Utility Services and the Health Department.
