• <br />• <br />for the grant is $25,000 to deploy 1,000 tons of concrete railroad <br />ties offshore of Sebastian Inlet in four (4) reef site locations. <br />All locations are approximately nine miles offshore and at water <br />depths ranging from 55 to 73 feet. These reefs will be used to <br />enhance recreational fishing, SCUBA diving and aquatic research <br />opportunities for the local community. <br />ALTERNATIVES AND ANALYSIS <br />Upon review of the agreement, a request was made to extend the <br />completion date an additional six (6) months. This request was <br />made in response to receiving the agreement late from the FDEP. <br />Initially, it was understood that the agreement would be received <br />by June 30, 1998, which would have allowed one (1) year to process <br />and execute. However, the agreement was not received by County <br />staff until December 16, 1998 (6 months late). <br />As a result, staff has contacted the FDEP to revise the agreement <br />in order to expedite the process. Subsequently, the FDEP was <br />unable to authorize a time extension, however, staff was able to <br />negotiate a revision of the agreement to streamline the bid <br />process. The FDEP has dropped the requirement for a formal sealed <br />competitive bidding process (paragraph 37 of the agreement) and <br />will allow the County to solicit written quotes from five area <br />contractors. (Ref. letter to Jeff Tabar from Jon Dodrill dated Feb. <br />25, 1999) This will enable the work to be completed prior to the <br />June 30, 1999 deadline. <br />The alternatives are as follows: <br />Alternative No. 1 <br />Approve the Artificial Reef Grant Agreement for $25,000 on a cost <br />reimbursement basis and authorize an emergency to waive the formal <br />bidding procedure. Funding to be from the Beach Preservation Fund. <br />Alternative No. 2 <br />Deny the Artificial Reef Grant Agreement. <br />RECOPIIK ORATIONS AND FUNDING <br />Staff recommends approval of Alternative No. 1 whereby approving <br />Grant Agreement No. OFFMAS-122 and authorizing an emergency to <br />waive the formal bidding procedure.
